Contracts Manager
- Infrastructure in Tabuk, Saudi Arabia is a Construction hiring opportunity for a senior commercial professional with extensive experience administering complex contracts on international infrastructure and mega‑project developments. The role leads variation management, claims assessment, dispute resolution, payment review, contractual risk control, and final account close‑out across major construction packages.

The Contracts Manager protects the contractual and commercial interests of Parsons and its client throughout the delivery of major infrastructure packages. The position provides senior‑level guidance on contract interpretation, variations, extensions of time, claims entitlement, payment matters, dispute strategy, and package close‑out. The role works closely with the Project Director, client representatives, contractors, legal advisers, quantity surveyors, cost specialists, and project controls teams.

Key Responsibilities
  • Manage pre‑contract and post‑contract administration for major infrastructure and construction packages.
  • Ensure contractual activities comply with main agreements, joint venture requirements, project procedures, and delegated authorities.
  • Interpret contract conditions and provide clear commercial advice to project leadership.
  • Develop practical strategies to preserve contractual rights and reduce commercial exposure.
  • Review, evaluate, and negotiate variation orders and contractor change submissions.
  • Assess extension of time requests, delay events, disruption claims, and associated financial impacts.
  • Lead the review of high‑value commercial claims and prepare recommendations for management approval.
  • Verify that claims are supported by notices, correspondence, programme records, cost evidence, and contemporaneous documentation.
  • Provide contractual risk assessments to the Project Director, senior management, and client stakeholders.
  • Coordinate dispute avoidance and dispute resolution activities with legal and executive teams.
  • Support negotiations, settlement discussions, mediation, adjudication, or arbitration preparation where required.
  • Review contractor correspondence and ensure contractual notices are issued within required time frames.
  • Establish consistent contract administration procedures across assigned packages.
  • Maintain accurate registers for variations, claims, notices, payments, instructions, and contractual decisions.
  • Protect project interests through complete and well‑organized audit trails.
  • Review monthly progress payment applications and confirm compliance with contractual requirements.
  • Assess valuations, approved changes, provisional sums, deductions, and payment adjustments.
  • Supervise final account preparation, negotiation, agreement, and financial close‑out.
  • Monitor outstanding contractual obligations, liabilities, and unresolved commercial matters.
  • Coordinate close‑out requirements with project management, cost control, planning, procurement, and finance teams.
  • Review contractor performance against agreed milestones and contract obligations.
  • Maintain current commercial risk and opportunity registers.
  • Prepare executive reports, contractual summaries, claims dashboards, and decision papers.
  • Present complex contract matters to senior client representatives and executive boards.
  • Chair or participate in commercial meetings with contractors, consultants, and project stakeholders.
  • Provide direction to quantity surveyors, contract administrators, and cost specialists.
  • Review team outputs for accuracy, consistency, completeness, and contractual strength.
  • Mentor commercial employees and promote disciplined professional standards.
