Responsibilities
  • Lead the development of feasibility budgets, concept estimates, baseline cost plans, and approved project budgets.
  • Prepare detailed estimates for major civil works, utilities, structures, roads, earthworks, and infrastructure systems.
  • Conduct life‑cycle costing to evaluate capital, operating, maintenance, and replacement costs.
  • Establish cost breakdown structures aligned with the project Work Breakdown Structure.
  • Implement cost control procedures for commitments, actual expenditure, accruals, forecasts, and approved changes.
  • Monitor project financial performance against the approved baseline.
  • Identify cost variances, emerging trends, and potential budget overruns.
  • Issue early warnings and recommend corrective commercial actions.
  • Prepare estimate‑at‑completion and forecast‑to‑complete calculations.
  • Review contractor quotations, rate build‑ups, commercial submissions, and cost substantiation.
  • Evaluate the financial impact of design revisions, site instructions, scope changes, and variation orders.
  • Negotiate variations and commercial adjustments with contractors and project stakeholders.
  • Maintain accurate change registers and ensure approved changes are reflected in forecasts.
  • Lead value‑engineering workshops with design, construction, operations, and project management teams.
  • Assess alternative materials, systems, construction methods, and delivery strategies.
  • Quantify potential savings and verify that value‑engineering proposals maintain technical performance.
  • Integrate project cost information with approved schedules and progress data.
  • Perform Earned Value Management analysis using planned value, earned value, and actual cost.
  • Report Cost Performance Index and Schedule Performance Index results.
  • Analyze productivity, expenditure trends, and forecast completion costs.
  • Prepare monthly commercial reports for senior management and the client.
  • Develop cash‑flow forecasts, cost dashboards, variance summaries, and executive presentations.
  • Communicate complex financial information clearly to technical and non‑technical stakeholders.
  • Administer commercial requirements under FIDIC, NEC, and other applicable contract forms.
  • Review progress payment applications and verify completed work.
  • Assess claims, provisional sums, prime‑cost sums, and contractual adjustments.
  • Support interim payment certification and final payment evaluation.
  • Oversee final account preparation, negotiation, agreement, and settlement.
  • Coordinate with procurement teams on contracting strategies, packaging, and commercial risk allocation.
  • Support tender evaluations and comparative cost assessments when required.
  • Maintain current cost risk and opportunity registers.
  • Quantify financial exposure and support commercial risk mitigation planning.
  • Manage cost specialists, Quantity Surveyors, estimators, and other commercial employees.
  • Review team deliverables for accuracy, consistency, and compliance with project procedures.
  • Provide coaching and technical guidance to junior commercial professionals.
  • Use Prism, Eco Sys, SAP, or comparable cost management platforms.
  • Apply advanced Microsoft Excel tools for financial modelling, forecasting, and data analysis.
  • Maintain complete and auditable cost records throughout the project lifecycle.
  • Promote ethical commercial practices, financial integrity, and accurate reporting.
  • Complete additional cost‑management responsibilities assigned by project leadership.
Qualifications & Ideal Profile
  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related technical discipline.
  • Minimum 15 years of experience in cost management and project controls.
  • Extensive Quantity Surveying experience on major construction, engineering, or infrastructure projects.
  • Strong understanding of heavy civil construction methods, materials, technical specifications, and sequencing.
