Senior Quantity Surveyor - Claims in Tabuk, Saudi Arabia is a construction hiring opportunity for an experienced commercial specialist with strong expertise in cost estimation, quantity surveying, contract administration, and claims management. The role supports major infrastructure and development projects by controlling budgets, evaluating variations, preparing contractual claims, and protecting project commercial interests.

Key Responsibilities
  • Prepare detailed cost estimates for infrastructure, civil engineering, and development packages.
  • Develop and review bills of quantities for tendering, budgeting, and commercial control.
  • Establish project budgets, cost plans, and expenditure forecasts at different design and construction stages.
  • Review contractor estimates, quotations, rate build‑ups, and commercial submissions.
  • Verify quantities against drawings, specifications, site information, and approved scope.
  • Monitor project expenditure, commitments, approved changes, and forecast final costs.
  • Maintain cost tracking registers and identify emerging budget risks.
  • Analyze commercial variances and recommend corrective action to project leadership.
  • Identify potential contractual claims, compensation events, and entitlement issues.
  • Prepare detailed claims for additional cost, delay, disruption, and extension of time.
  • Draft claim narratives supported by contract clauses, programme records, correspondence, and cost evidence.
  • Review contractor claims and prepare technically supported defenses or recommendations.
  • Evaluate extension of time requests and associated financial implications.
  • Assess variation orders, design changes, site instructions, and revised scope requirements.
  • Negotiate variation values, new rates, and commercial settlements with contractors.
  • Review contract conditions to identify risks, obligations, notice requirements, and commercial opportunities.
  • Ensure contractual notices and responses are issued within required time frames.
  • Support dispute avoidance, negotiation, mediation, adjudication, or arbitration preparation when required.
  • Maintain accurate records of claims, variations, notices, correspondence, and commercial decisions.
  • Coordinate with planning teams to connect claims with schedule impacts and delay events.
  • Work with engineering teams to understand technical changes and quantity implications.
  • Support value engineering by comparing alternative designs, materials, and construction methods.
  • Prepare cost‑benefit analyses for proposed technical alternatives.
  • Confirm that savings proposals do not compromise quality, safety, or operational performance.
  • Produce regular commercial status reports for senior management and the client.
  • Prepare dashboards, cost summaries, claims registers, variation reports, and forecast updates.
  • Present complex commercial matters clearly to technical and non‑technical stakeholders.
  • Use Candy, CostX, and Microsoft Excel for estimating, cost analysis, and reporting.
  • Support interim payment reviews, final account preparation, and contract close‑out.
  • Maintain complete and auditable commercial documentation.
  • Perform additional quantity surveying and claims duties assigned by project leadership.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 10 years of progressive experience in quantity surveying, cost estimation, and commercial management.
  • Strong experience on major infrastructure, civil engineering, or mega‑project developments.
  • Proven hands‑on expertise in claims preparation, claims defense, and dispute resolution.
  • Detailed knowledge of FIDIC or comparable international standard forms of contract.
  • Experience evaluating variations, extension of time requests, and commercial entitlement.
  • Strong ability to prepare detailed estimates, bills of quantities, and budget forecasts.
  • Practical understanding of construction methods, quantities, rates, and cost drivers.
