Quantity Surveyor - Wastewater Works in Tabuk, Saudi Arabia is a construction role for a site-based commercial professional with proven experience in wastewater treatment facilities, pumping stations, deep utility networks, and wet infrastructure projects. The role focuses on physical measurement, contractor valuation, payment certification, variation assessment, and accurate commercial recordkeeping across active construction packages.
Key Responsibilities- Carry out detailed site measurements for completed wastewater and utility works.
- Prepare quantity take-offs from approved design drawings, shop drawings, and field information.
- Verify contractor-reported quantities against actual construction progress.
- Review monthly contractor payment applications and supporting valuation records.
- Prepare or validate Interim Payment Certificates in accordance with contract requirements.
- Confirm that certified quantities are supported by inspections, approvals, and physical completion.
- Inspect wastewater treatment plants, pumping stations, chambers, pipelines, and deep utility installations.
- Measure earthworks, excavation, back filling, structural concrete, reinforcement, formwork, and associated civil works.
- Reconcile design quantities with revised drawings and installed site conditions.
- Identify discrepancies between contractor submissions and verified construction quantities.
- Assess variations arising from site instructions, design changes, and altered construction requirements.
- Review change orders and determine their quantity and cost implications.
- Evaluate contractor rate build-ups and supporting commercial calculations.
- Assist with the review of claims using RFIs, site diaries, progress records, correspondence, and inspection documents.
- Prepare evidence-based recommendations for disputed quantities and commercial adjustments.
- Apply CESMM4, POMI, or other approved methods of measurement.
- Support contract administration under applicable FIDIC conditions.
- Maintain measurement books, valuation sheets, payment trackers, and variation registers.
- Keep material delivery logs and verify stored materials where contractually permitted.
- Ensure commercial files remain complete, organized, traceable, and ready for audit.
- Coordinate with Resident Engineers to confirm completed and accepted work.
- Work with discipline engineers to resolve drawing and measurement inconsistencies.
- Participate in site, progress, valuation, and commercial coordination meetings.
- Monitor approved changes, commitments, and potential cost exposure.
- Assist with monthly cost reports, forecasts, and cash-flow updates.
- Support final measurement, final account preparation, and package close-out.
- Use AutoCAD to review dimensions, layouts, and construction details.
- Apply advanced Excel functions for calculations, reconciliation, and reporting.
- Use commercial management software to maintain project records and cost data.
- Negotiate professionally with contractors when resolving quantity disputes.
- Maintain impartiality and high professional integrity during payment assessment.
- Follow Parsons commercial, quality, safety, and project governance procedures.
- Complete other quantity surveying duties assigned by project management.
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
- Minimum 7 years of direct construction experience as a Quantity Surveyor.
- Proven experience with wastewater networks, treatment plants, pumping stations, or wet utility infrastructure.
- Professional accreditation such as MRICS or AIQS is highly advantageous.
- Strong knowledge of construction measurement, valuation, and payment certification.
- Detailed understanding of CESMM4, POMI, or comparable standard measurement methods.
- Practical familiarity with FIDIC contract administration.
- Experience reviewing variations, change orders, commercial claims, and interim payments.
- Ability to interpret civil, structural, pipeline, and utility drawings.
- Proficiency in AutoCAD.
- Advanced working knowledge of Microsoft Excel.
- Experience with specialist quantity surveying or commercial management systems.
- Strong analytical skills and meticulous attention to measurement accuracy.
- Confident negotiation ability when discussing disputed quantities with contractors.
- Clear written and spoken English communication.
- High ethical standards and sound commercial judgment.
- Ability to work independently on an active infrastructure construction site.
- Physical stamina to complete frequent site inspections across large work areas.
- Organized approach to deadlines, documentation, and multiple contractor packages.
