Overview Parsons Corporation is hiring an accomplished contracts professional to protect contractual rights, manage commercial exposure, and support sound executive decisions across a complex mega project environment. This senior Construction role leads post contract administration, commercial claims, variation control, dispute resolution, and financial closeout for major infrastructure packages.
Key Responsibilities
- Direct post contract administration for major infrastructure, civil works, and construction packages.
- Ensure compliance with main contract provisions, joint venture obligations, delegated authorities, and project procedures.
- Interpret contractual clauses and advise senior management on rights, liabilities, notices, and procedural requirements.
- Manage complex variation orders from identification and valuation through negotiation, approval, and final settlement.
- Review extension of time submissions, delay notices, disruption claims, and supporting schedule evidence.
- Evaluate high value claims using contractual, technical, financial, and contemporaneous project records.
- Prepare clear entitlement assessments, contractual positions, commercial recommendations, and negotiation strategies.
- Advise the Project Director and client representatives on emerging commercial risks and practical mitigation measures.
- Ensure contractual notices, responses, reservations, and instructions are issued accurately within required time limits.
- Lead negotiations with contractors, consultants, and delivery partners on claims, changes, and disputed matters.
- Coordinate with legal and executive teams during dispute avoidance, mediation, adjudication, arbitration, or formal proceedings.
- Review monthly progress payment applications, valuation records, supporting documents, and payment recommendations.
- Oversee final account preparation, reconciliation, negotiation, and agreement for major contractor packages.
- Monitor the commercial impact of scope changes, design revisions, acceleration, delay, and contractor performance.
- Maintain accurate registers for claims, variations, notices, payments, bonds, insurances, and contractual deliverables.
- Verify that commercial decisions are supported by reliable records, approvals, correspondence, and authority levels.
- Review contract amendments, supplemental agreements, settlement documents, and closeout instruments.
- Coordinate with planning teams to assess delay responsibility, critical path impact, and time related entitlement.
- Work with quantity surveyors and cost specialists to validate pricing, quantities, forecasts, and settlement values.
- Prepare monthly contract reports, exposure summaries, claims dashboards, and executive briefing papers.
- Escalate unresolved contractual issues that may affect cost, schedule, relationships, or project completion.
- Lead package closeout, including outstanding claims, final payments, release documentation, and contractual completion.
- Manage and mentor quantity surveyors, contract administrators, and commercial specialists.
- Promote consistent contract awareness and disciplined record keeping across the broader project team.
- Bachelor's degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
- Minimum 15 years of post qualification experience in contracts administration and commercial management.
- Extensive involvement in major international infrastructure, construction, or mega project programs.
- Strong expertise in FIDIC Red Book, Yellow Book, Blue Book, and bespoke contract arrangements.
- Proven experience managing variations, extension of time claims, disruption claims, and commercial disputes.
- Detailed understanding of post contract administration, progress payments, final accounts, and contract closeout.
- Strong knowledge of Saudi procurement requirements and regional construction practices.
- Ability to assess contractual entitlement using technical, legal, cost, and schedule information.
- Demonstrated success negotiating complex and high value commercial settlements.
- Experience advising project directors, senior executives, and client stakeholders.
- Excellent written and spoken English communication skills.
- Arabic language capability is advantageous.
- Strong negotiation, leadership, analytical, and stakeholder management skills.
- Ability to work confidently in a fast paced and commercially sensitive environment.
- Proven experience leading contracts, commercial, or quantity surveying teams.
- Previous work on NEOM or another Public Investment Fund giga project is strongly preferred.
- MRICS, MCIArb, or comparable professional chartership is highly desirable.
