Context

The Civil Engineer will provide technical and field oversight throughout the delivery of large‑scale infrastructure packages. The role covers bulk earthworks, deep grading, roads, drainage, utilities, concrete activities, survey coordination, and contractor performance monitoring. By validating designs, resolving constructability concerns, and confirming completed work against approved requirements, the engineer will help prevent rework, maintain quality, protect the construction schedule, and support the reliable delivery of infrastructure assets across the Tabuk region.

Key Responsibilities
  • Supervise daily civil construction activities involving mass earthworks, grading, road networks, drainage, and utility installations.
  • Confirm that contractors execute work according to approved drawings, specifications, method statements, and inspection plans.
  • Review civil and structural shop drawings, material submittals, technical proposals, and construction procedures.
  • Identify design conflicts, constructability issues, missing details, and field coordination concerns before execution.
  • Monitor excavation, filling, compaction, subgrade preparation, base‑course placement, and pavement construction.
  • Oversee the installation of wet utilities, including water, sewerage, drainage, and irrigation systems.
  • Coordinate dry utility works associated with power, telecommunications, and other underground services.
  • Inspect road alignments, grading levels, slopes, utility profiles, trench preparation, bedding, back filling, and reinstatement.
  • Witness soil compaction tests, field‑density tests, concrete inspections, and other quality‑control activities.
  • Review reinforcement, formwork, embedded services, access arrangements, and concrete pour preparations.
  • Participate in civil and structural inspections with contractors, consultants, and client representatives.
  • Verify installed quantities and provide accurate construction progress information to the Resident Engineer.
  • Compare contractor performance with baseline schedules, planned production targets, and approved work sequences.
  • Record site constraints, construction variances, quality concerns, and delay risks in daily and weekly reports.
  • Coordinate with survey teams to confirm setting‑out data, elevations, coordinates, and alignment accuracy.
  • Interpret geotechnical reports and verify that field methods reflect actual soil and groundwater conditions.
  • Enforce excavation safety, dust‑control measures, traffic management, environmental requirements, and site logistics.
  • Escalate serious safety breaches, quality failures, or departures from approved engineering requirements.
  • Maintain complete records of inspections, test results, approvals, technical observations, and corrective actions.
  • Support the testing, handover, and closeout of completed civil infrastructure packages.
Ideal Profile
  • Bachelor’s degree in Civil Engineering from an accredited university.
  • Minimum 7 years of direct civil engineering experience.
  • Strong practical background in mass earthworks, road construction, grading, utilities, or large‑scale site development.
  • Demonstrated experience supervising infrastructure contractors and field construction activities.
  • Sound knowledge of ASTM, AASHTO, ACI, and other relevant civil engineering standards.
