OverviewSenior Quality Engineer - QA and QC in Tabuk, Saudi Arabia is a construction hiring opportunity for an experienced quality professional capable of leading project assurance, audit management, technical compliance, and contractor performance monitoring. The role will implement and improve the Project Quality Management System while ensuring major infrastructure works comply with ISO 9001:2015, international engineering standards, the Saudi Building Code, and approved project requirements.
Key Responsibilities- Lead the development, implementation, maintenance, and continuous improvement of the Project Quality Management System.
- Ensure the quality system complies with ISO 9001:2015 and project-specific contractual requirements.
- Prepare and update project quality plans, procedures, inspection protocols, and compliance registers.
- Translate quality requirements into clear operating controls for engineering and construction teams.
- Plan annual, quarterly, and package-specific internal and external audit programmes.
- Lead audits of contractors, consultants, suppliers, processes, records, and project activities.
- Prepare audit scopes, checklists, findings, reports, and corrective action requirements.
- Track audit findings through verification and formal closure.
- Review and approve Inspection and Test Plans for civil, mechanical, electrical, and infrastructure works.
- Evaluate Method Statements to confirm that proposed activities meet technical and quality requirements.
- Review material submittals, certificates, test reports, and compliance documentation.
- Confirm that inspection points, hold points, witness points, and acceptance criteria are clearly defined.
- Monitor implementation of approved inspection and testing procedures at the project site.
- Review non-conformance reports and assess the adequacy of proposed corrective actions.
- Lead root‑cause investigations for significant failures and recurring quality issues.
- Apply structured analysis methods to identify technical, procedural, or management causes.
- Develop preventive strategies that reduce the likelihood of repeated defects.
- Monitor corrective action effectiveness and escalated unresolved quality risks.
- Analyze quality trends, contractor performance, inspection outcomes, and recurring deficiencies.
- Maintain quality metrics, dashboards, key performance indicators, and management reports.
- Provide the Project Director with evidence-based recommendations and actionable quality insights.
- Represent the Quality department during client, contractor, consultant, and authority meetings.
- Explain quality concerns clearly and influence stakeholders to implement required improvements.
- Coordinate with engineering, construction, testing, commissioning, and project controls teams.
- Verify compliance with ASTM, ACI, AWS, the Saudi Building Code, and other applicable standards.
- Support BIM-enabled quality tracking and digital inspection workflows where implemented.
- Use quality management software to maintain audit, inspection, NCR, and corrective action records.
- Review contractor quality staffing, qualifications, procedures, and inspection coverage.
- Assess contractor quality performance and recommend intervention when standards decline.
- Supervise junior quality engineers and site inspectors.
- Assign responsibilities and review technical outputs for accuracy and consistency.
- Mentor team members in auditing, inspection planning, NCR management, and standards interpretation.
- Promote professional development and a project-wide culture of quality ownership.
- Balance quality requirements with programme constraints without compromising compliance.
- Support handover by confirming that quality records, test packs, and completion documentation are complete.
