QA QC Specialist
- Civil Works in Tabuk, Saudi Arabia is a construction opportunity supporting quality assurance and quality control activities across major infrastructure, utilities, and civil engineering packages. Parsons Corporation is hiring an experienced quality professional to conduct field surveillance, verify material compliance, review contractor documentation, and ensure construction work meets approved specifications and international standards.

- Plan and conduct daily quality inspections and site surveillance across civil, utility, and heavy infrastructure work areas.
- Verify that contractors follow approved drawings, specifications, method statements, Inspection and Test Plans, and construction procedures.
- Review method statements, Inspection and Test Plans, material approvals, certificates, test records, and Inspection Requests before work proceeds.
- Inspect excavation, earthworks, concrete, structural, utility, road, drainage, and associated construction activities.
- Confirm that inspection hold points and witness points are completed and formally recorded.
- Identify defective work, procedural breaches, and departures from approved quality requirements.
- Prepare and issue Non Conformance Reports with clear descriptions, evidence, references, and required corrective actions.
- Review contractor root cause investigations and evaluate proposed corrective and preventive actions.
- Track open quality observations and Non Conformance Reports until satisfactory closure is verified.
- Monitor concrete sampling, asphalt testing, soil compaction testing, field density testing, and other laboratory activities.
- Verify material identification, approval status, certificates, traceability, handling, preservation, and storage conditions.
- Coordinate inspection activities with construction teams, consultants, third party laboratories, and contractor quality personnel.
- Participate in internal audits, contractor audits, supplier assessments, and quality management reviews.
- Maintain accurate inspection records, quality registers, test reports, photographic evidence, and audit documentation.
- Compile weekly and monthly quality statistics, trend analyses, KPI dashboards, and management reports.
- Identify recurring quality failures and recommend preventive measures, process improvements, or additional controls.
- Confirm that completed work is ready for handover and supported by the required quality records.
- Exercise stop work authority when serious or repeated quality, health, safety, or environmental violations create unacceptable risk.
- Support digital quality tracking through Aconex, SharePoint, BIM platforms, or comparable project systems.
- Promote a site culture that prioritizes right first time construction, accountability, and continuous improvement.
- Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related engineering discipline.
- Minimum 7 years of progressive QA QC experience in heavy infrastructure, civil engineering, utilities, or major construction projects.
- Strong practical knowledge of Inspection and Test Plans, method statements, Inspection Requests, material approvals, and quality records.
- Experience inspecting concrete, asphalt, earthworks, utilities, structural works, or related infrastructure activities.
- Working knowledge of ISO 9001 and relevant ASTM, ACI, ASME, or comparable international standards.
- Proven ability to identify non conforming work and manage corrective and preventive action processes.
- Familiarity with material testing, laboratory procedures, traceability systems, and construction quality documentation.
- Strong technical writing skills for inspection reports, audit findings, quality observations, and Non Conformance Reports.
- Excellent written and verbal English communication skills.
- Ability to work diplomatically with contractors while enforcing project requirements.
- Strong attention to detail, professional judgment, and confidence in site based decision making.
- Ability to manage several inspections and quality priorities within demanding construction schedules.
- Previous experience in Saudi Arabia or the GCC region is advantageous.
- Vision 2030 giga project experience, including NEOM, The Line, or Oxagon, is desirable.
- AWS, CSWIP, NACE, ASQ, or ISO 9001:2015 Lead Auditor certification would be an advantage.
