Regulatory Compliance Specialist

You will be joining a new project team where the company Is providing a total marine logistics solution, including High Speed Craft, Cargo vessels and Port Operations.
As part of the team the HSEQ Manager is responsible for leading the company's Quality, Health, Safety, Environment (HSEQ), and Security functions across both marine and shore-based operations. The role ensures that MACNA's management systems are effectively implemented, statutory and client requirements are met, and a strong safety culture is maintained throughout the organisation.
- Leadership & Safety Management
- Lead the implementation of the company's Integrated Management System (IMS).
- Promote a proactive safety culture across all vessels and shore facilities.
- Manage HSEQ personnel and mentor operational teams.
- Act as the company's safety representative with clients, regulators, and classification societies.
- Incident Investigation & Risk Management
- Lead investigations into incidents and non-conformities.
- Conduct root cause analysis and ensure corrective and preventive actions are implemented.
- Monitor trends in HSEQ performance and recommend improvement initiatives.
- Develop and oversee risk assessments and hazard management programmes.
- Compliance & Auditing
- Ensure compliance with the following:
- ISO 9001, ISO 14001, ISO 45001
- Applicable maritime statutory and classification requirements.
- Conduct vessel and shore-based audits and inspections.
- Coordinate external audits and regulatory surveys.
- Training & Continuous Improvement
- Develop and deliver HSEQ training programmes.
- Organise safety campaigns, toolbox talks, HSEQ flashes, and emergency drills.
- Monitor Key Performance Indicators (KPIs) and report findings to senior management.
- Drive continual improvement of policies, procedures, and management systems.
- Operational Support
- Ensure fleet certification remains compliant with statutory and classification requirements.
- Coordinate with operations, technical teams, procurement, suppliers, and vessel crews on safety-critical issues.
- Support maintenance of lifesaving appliances (LSA), firefighting equipment (FFE), radio equipment, and other critical safety systems.
- Decision-Making Authority
- The HSEQ Manager has authority to:
- Resolve operational safety and environmental issues.
- Direct HSEQ-related activities across vessels and shore operations.
- Lead post-incident investigations.
- Manage departmental expenditure within approved budgets.
- Supervise direct and indirect HSEQ personnel.
- Matters involving legal vessel operation, major HSEQ risks, disciplinary action, or expenditure beyond delegated authority require consultation or approval from senior management.
- Bachelor's degree in occupational health & safety, Environmental Science, Marine Engineering, or a related discipline.
- Professional certification such as NEBOSH, IOSH, or OSHA.
- Minimum 5 years of HSEQ experience, preferably within the marine or maritime industry.
- Experience implementing and maintaining ISO management systems.
- Strong knowledge of maritime safety regulations and environmental legislation.
- Expertise in risk assessment and incident investigation.
- Leadership and people management capability.
- Excellent communication and stakeholder management skills.
- Experience with HSEQ management systems and reporting software.
- Strong analytical, problem-solving, and report-writing abilities.
