Position: Environmental Project Manager I

Anticipated hiring range is between $97,900 - $115,176 depending on qualifications

The Environmental Project Manager I is part of a functional group that is responsible for habitat planning and development and environmental review and permitting at the Port. This position is responsible for ensuring that the Port’s developments, asset management, operations, plans, initiatives, and routine activities are in compliance with environmental laws and regulations. The incumbent will work collaboratively with other Port staff, tribal government, outside agencies and other stakeholders to minimize environmental liabilities, complete projects appropriately, achieve consistent compliance and advance the organization’s objectives.

This position will serve as the Port’s Biologist and as the subject matter expert in wetland and fisheries/biology restoration ecology.

  • Manages environmental review (SEPA, NEPA) and local, state, and federal environmental permitting process for in-water and upland development and re-development projects.
  • Manages the Port’s habitat stewardship program and performance monitoring of constructed wetland and fish habitat mitigation sites.
  • Participates in community environmental meetings and conducts education and public outreach at the Port Biologist.
  • Responds to fish, wildlife, invasive species, and vegetation management concerns.
  • Performs project management and coordination as assigned.
  • Collaborates with Port engineers, design consultants, and other Port departments and executive leadership.
  • Executes contracts, develops scopes of work and task orders and generally oversees the work of consultants.
  • Provides general permit compliance support for Port and NWSA projects.

A bachelor's degree with emphasis in biology, environmental studies, environmental planning, resource management or a related filed is required. A relevant master’s degree may be substituted for up to two (2) years’ work experience.

A minimum of four (4) years’ progressively responsible experience in positions requiring analytical ability, working knowledge of environmental laws and programs, and environmental science; public speaking, written communication, coordination, troubleshooting is required.

Knowledge:

  • Advanced technical understanding of Environmental concepts, methodologies and techniques;
  • Good understanding of federal, state and local regulatory requirements related to land use, development, and maritime operations, including waterway maintenance;
  • Must have broad knowledge and training in environmental requirements and issues encompassing local, state, and federal regulatory requirements and permit processes.

Skills:

  • Proven, effective communication skills, both written and verbal including application of these skills in communicating with elected officials, government agency staff, business customers and in public forums;
  • Effective interpersonal skills, capable of establishing positive relations based on trust, accessibility and accountability that lead to collegial working relationships with public entities, public and private organizations state and local government municipalities, community organizations, Port staff and Port customers;
  • Proficient computer skills including the use of Microsoft Office Suite applications, Computer Aided Design and Geographic Information Systems, SQL database software and knowledge of digital data management and maintenance practices.

Abilities:

  • Ability to coordinate, manage, and lead multi-disciplinary teams to evaluate concepts and alternatives;
  • Ability to function smoothly in a collaborative, team-oriented environment;
  • Ability to think conceptually, observe and evaluate trends, develop logical conclusions, and prepare comprehensive reports;
