This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
OverviewThe Clinical Nurse Manager oversees nursing services at ICE facilities, ensuring compliance with laws, regulations, and standards. Responsibilities include supervising staff, managing operations, and conducting training. The role requires advanced nursing expertise, leadership, and adaptability in high-tempo environments, including detention and staging facilities.
Duties and Responsibilities- Understand theories, concepts, principles, and their relationships underlying professional nursing to improve efficiency and quality of care.
- Apply a range of knowledge in nursing science to address clinical needs.
- Develop, evaluate, design, and share solutions to resolve problems in nursing care.
- Identify, analyze, advise, consult, and report on nursing data with strong oral and written communication.
- Stay informed on professional nursing literature and best practices.
- Assess, resolve, and predict relationships and interactions of data under varying conditions.
- Reason from existing knowledge to new areas in nursing practice.
- Collaborate with physicians and other healthcare professionals to develop nursing care plans and meet patient needs.
- Evaluate nursing-care plan execution and recommend changes to leadership to advocate for patient health and wellbeing.
- Act as consultants on clinical health outcomes, quality measures, and policy guidance for nursing care reviews in collaboration with IHSC Medical Quality Management Unit.

- Commitment to serve 18 to 24 months upon appointment (Service Remaining Requirement Agreement).
- Assignment Pay Agreement: must not have a current agreement, or it must be fulfilled within 90 days of application submission.
- Applicants must be a current USPHS Commissioned Corps Officer. CAD candidates are not eligible. Civilians are not eligible.
- PHS officers must participate in IHSC TDY On-Call Schedule (ITOS).
Qualifications
- Technical healthcare duties and responsibilities include applying standard procedures in nursing and collaborating with the health care team to plan and implement patient care.
- Experience interviewing newly admitted detainees with empathy; explaining treatment programs; coordinating medical escorts as needed.
- Ability to perform complex tasks with high proficiency and to maintain patient confidentiality.
- Ability to collaborate with multidisciplinary teams to improve patient outcomes and staff satisfaction.
- Knowledge of trauma-informed and correctional nursing concepts; ability to implement and adapt clinical programs and procedures.
- Maintain non-involvement in correctional security/custody responsibilities.
- Coordinate treatment and transport of acutely ill patients; coordinate referrals to off-site providers as required.
- Review nursing documentation for progress and adherence to clinical guidelines.
- Maintain security when administering medications and monitor for medication-related risks.
- Demonstrate knowledge of data collection, analysis, and reporting; apply nursing knowledge to patient care in varied settings.
- Follows supervisory chain of command and participates in ongoing training and program improvement activities.
- Some travel may be required.
Education and Certifications
- Baccalaureate Degree in Nursing;
Master’s Degree in Nursing or related field preferred. - Current RN license and CPR/BLS certification; obtain CCHP-RN within 2 years; complete ICE Supervisory Leadership Training within 1 year and Advanced ICE Supervisory Leadership Training within 2 years.
