The Work You Will Do:This Environmental Specialist III position facilitates the performance of contamination assessment and remedial action activities by qualified cleanup contractors for state-funded petroleum cleanup projects. They review site cleanup files and historic activities and expenditures and negotiate site-specific scopes of work with contractors and professional staff. They review contractor proposed cleanup activities for technical and administrative adequacy and conformance with applicable statutes, Department rules, procedures, and guidance.
They work with Senior and Technical Staff to complete Work Orders and review technical documents pertaining to petroleum site cleanup. The employee must gain knowledge and experience in all aspects of the Petroleum Restoration Program including the state-funded programs such as Early Detection Incentive (EDI), Abandoned Tank Restoration Program (ATRP), Petroleum Liability Restoration Insurance Program (PLRIP), and Petroleum Cleanup Participation Program (PCPP).
The ideal candidate should possess the ability to work independently and with colleagues to aid the rest of the Program to research, plan, and work with industry contractors to implement complex assessments and remediation designs which fall under applicable state and federal rules, statutes, and regulations related to Contaminated Site Cleanups.
This position is critical for the successful completion of assessment and remediation of petroleum contaminated sites in Florida. The ideal candidate will utilize knowledge and experience to evaluate site conditions at contaminated facilities in order to help the environmental industry find an economical and successful solution to bring Florida lands back to a condition sustainable for future generations. The Program provides funding to conduct these activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida.
The Environmental Specialist III will work with the Administration, Professional Engineers, and Professional Geologists to develop Scopes of Work and Task Assignments for the various state-funded petroleum programs along with review and processing of technical documents and invoices following 376, F.S. and applicable Department rules and guidance documents. The ES-III will work with other managers to plan and prioritize activities and projects in line with DEP’s strategic objectives.
