Senior Attorney

General Summary

The Florida Legislature is seeking to fill a Senior Attorney position available with the Joint Administrative Procedures Committee. The Joint Administrative Procedures Committee is a committee of the Florida Legislature that maintains a continuous review of administrative agency rules to identify those that may exceed authority delegated to the agency by the Florida Statutes. The committee reviews statutes authorizing agencies to adopt rules and makes recommendations to appropriate standing committees as to the advisability of considering changes in specific circumstances.

The committee also generally reviews other agency action taken pursuant to the Administrative Procedure Act and makes recommendations for needed statutory changes.

Knowledge, Skills and Abilities

  • Knowledge of Florida laws and legal procedure.
  • Skill in reading comprehension, analysis, research, and organization.
  • Ability to interpret state and federal legislation, laws, and rules.
  • Ability to employ legal reasoning and to foresee possible legal concerns.
  • Ability to communicate effectively and concisely, both orally and in writing.
  • Ability to perform legal writing and prepare various legal documents.

Minimum Qualifications

Attorney in good standing with The Florida Bar and two years of professional experience in the practice of law, legal research, teaching law, or in administrative or judicial hearings.

Preferred Qualifications

Preference will be given to applicants with the following qualifications:

  • Knowledge of Chapter 120, F.S., the Administrative Procedure Act.
  • Ability to review statutes and determine if administrative rule promulgation, repeal or amendment is required.
  • Ability to prepare letters and legal opinions involving statute and rule interpretation.
  • Knowledge of the Florida Constitution.
  • Ability to research legal documents and legal references.
  • Ability to perform legal research concerning the interpretation of Florida Statutes and on other matters in question for members and staff of the Legislature.
