Tampa/Plant City Position Summary

The Substation Construction & Maintenance Oversight Inspector is responsible for ensuring the quality, safety, and compliance of substation construction and maintenance activities. This role provides on-site inspection and oversight of civil, structural, and electrical scope associated with substation infrastructure, including foundations, footers, grounding systems, steel erection, and control house construction.

This position requires significant hands-on experience with substation construction and a strong working knowledge of the civil construction associated with substations, including site development, foundations, concrete, grounding systems, structural steel, and control building construction.

Key Responsibilities:

Construction Oversight
  • Provide daily field oversight of substation construction activities, including:
  • Foundations and concrete placement
  • Footers and structural supports
  • Grounding grid installation
  • Structural steel erection
  • Control building (pill box) construction
  • Verify work is performed in accordance with approved drawings, specifications, and project scopes
  • Inspect materials and workmanship for compliance with standards and quality requirements
  • Monitor contractor performance and adherence to project schedules
Quality Assurance & Compliance
  • Conduct inspections and document findings related to:
  • Construction deficiencies
  • Punch list items
  • Code and safety compliance issues
  • Ensure compliance with company standards, client requirements, and applicable regulations (OSHA, NESC, etc.)
  • Review and validate corrective actions taken by contractors
  • Maintain detailed inspection reports, logs, and documentation
Safety Oversight
  • Promote and enforce a strong safety culture on all job sites
  • Conduct and participate in job safety briefings and site audits
  • Identify and raise unsafe conditions or behaviors immediately
Coordination & Communication
  • Serve as the primary field liaison between construction crews, project management, and engineering teams
  • Participate in project meetings, progress reviews, and coordination calls
  • Provide regular updates on project status, risks, and issues
  • Coordinate inspection schedules and ensure timely completion of milestones
Project Documentation & Reporting

Maintain accurate records of:

  • Daily activities
  • Inspection results
  • Non-conformance reports (NCRs)
  • Progress tracking
  • Assist in closeout documentation and turnover packages
  • Support audit readiness and internal/external reviews
Required Qualifications
  • High school diploma or equivalent (Associate’s or technical degree preferred)
  • 10+ years of experience in substation construction, inspection, or related field operations
  • Strong working knowledge of:
  • Substation civil requirements, structural systems and environmental regulations
  • Grounding design and installation practices
  • Steel erection and alignment
  • Concrete construction practices
  • Florida construction regulations
  • Ability to read and interpret engineering drawings, specifications, and standards
  • Familiarity with industry codes and regulations (OSHA, NESC, IEEE, etc.)
Preferred Qualifications
  • Experience working with EPC utility projects
  • Previous role in construction inspection or QA/QC
  • OSHA 10/30 certification

  • Ability to climb ladders, work at heights, and navigate uneven terrain
  • Ability to lift up to 50 lbs as needed
