We are looking for a Senior Transportation Environmental Scientist to join our inclusive, diverse, and highly collaborative environmental team. This position is based in HDR’s Tampa office. The role requires senior-level environmental science experience with extensive environmental permitting expertise. Preference is given to candidates with experience obtaining environmental permits for the Florida Department of Transportation (FDOT). The focus of this role is to lead wetland delineations, species surveys, and associated regulatory permitting, with opportunities to crosswalk other project delivery aspects (botany, fisheries, NEPA) as part of our environmental practice.
Our team conducts fieldwork and desk-based analyses to support impact assessments, permitting, and compliance. Senior team members act as primary points of contact for internal and external transportation clients (project managers) and contribute to market needs, client solutions, and strategic growth in the Florida/Puerto Rico area.
Responsibilities- Function as a Senior Transportation Environmental Project Manager for permitting, transportation projects, and related environmental services
- Provide technical expertise at the project level and support the growth of HDR’s environmental program
- Remain up-to-date with regulatory policy changes
- Prepare, plan and analyze/review technical studies, permit applications, NEPA documents, and similar reports/documents
- Manage and deliver several projects concurrently, including developing and managing budgets, schedules, and quality of product
- Support client relations and participate in marketing, contractual, design and production meetings
- Assist public and private clients with permit coordination, acquisition and compliance for wetlands, other surface waters, essential fish habitat, and threatened/endangered species
- Orchestrate biological field surveys or assessments, data interpretation, analysis and report writing
- Support regional or national projects in specific areas of technical expertise
- Perform other duties as necessary
Preferred Qualifications
- BS or MS degree in Biology, Environmental Science, or related field
- Minimum of 10 years’ experience conducting aquatic resources delineations and permitting through an ecological consulting firm, resource agencies (USACE, Water Management Districts, FDEP, USCG), or similar in Florida
- Demonstrated field experience, including leading field teams for aquatic resources delineations
- Broad knowledge of Florida’s flora and/or fauna
- Experience in preparation of UMAM analysis
- Experience scoping and producing environmental permits for FDOT projects
- Ability to coordinate with multi-disciplinary technical teams to minimize impacts on natural resources and integrate into project schedules
- Strong background in NEPA and state-level environmental reviews, including EIS, EA, and FDOT PD&Es
- Exceptional technical writing ability; experience drafting technical documents such as scientific papers, survey findings reports, or compliance documentation
- Good organizational and data handling skills, with proficiency in MS Excel and ArcGIS
- Ability to market clients and experience writing proposals, developing scopes of work, budgets, and schedules for environmental projects with multi-disciplinary teams
- Ability to function as task lead and QC reviewer on natural resources studies
- Experience managing and mentoring multidisciplinary environmental staff
- Experience working with the National Parks Service
- Willingness to work in inclement conditions and travel for field work
- Local candidates are preferred
Required Qualifications
- Bachelor's degree in Environmental Science or closely related field
- 10 years of experience in complex environmental planning and compliance projects
- Demonstrated knowledge of the NEPA process
