Operations Manager, Program / Project Manager
The Facilities Requirement Analyst assesses and supports engineering and facility requirements necessary for MARCENT operations, deployments, and sustainment. This role analyzes facility and engineering needs related to MARCENT missions, develops facility requirement documents, coordinates with service components to identify basing and support options, and provides recommendations on facility planning improvements. With 5–7 years of experience in facilities management or engineering support, the analyst manages requirements for both expeditionary and garrison environments, drafts and implements facility policies and plans, develops and executes facility projects from requirements through completion, and manages budgets and funding for construction projects.
By ensuring facilities are properly planned, resourced, and maintained, the Facilities Requirement Analyst strengthens MARCENT’s ability to operate effectively in both deployed and garrison settings.
Responsibilities/Duties:
- Analyze facility and engineering needs related to MARCENT missions.
- Support development of facility requirement documents.
- Coordinate with service components to identify basing and support options.
- Provide recommendations on facility planning improvements.
- Develop and execute facility projects, managing all phases from requirements development through project completion.
- Plan financial requirements for facility operations, including managing budgets and construction funding.
- Manage maintenance programs, including planning activities and developing preventive maintenance initiatives.
Supplemental Duties:
- Provide advisory support to MARCENT leadership on facility requirements for current and future missions.
- Assist in drafting SOPs for facility management and maintenance programs.
- Contribute to lessons learned processes from completed facility projects.
Administrative Duties:
- Maintain compliance with MARCENT administrative procedures and reporting requirements.
- Ensure facility planning and project documentation is archived according to records management standards.
Supervisory Responsibilities:
None.
Education/Experience/
Qualification:
- Bachelor’s Degree in Engineering or related field required.
- 5–7 years of experience in facilities management, analysis, or engineering support.
- Experience managing and analyzing facilities requirements in both expeditionary and garrison environments.
- Ability to draft and implement facility-related policies and plans.
- Experience developing and executing facility projects from requirements development through completion.
- Skilled in planning financial requirements, managing budgets, and handling construction project funding.
- Experience managing maintenance programs, including preventive maintenance planning.
- Secret clearance required.

- Ability to assess and prioritize facility requirements across multiple mission contexts.
- Strong organizational and communication skills for coordinating facility operations and project execution.
- Proficiency with Microsoft Office Suite and facilities management tools.
- Capability to balance day-to-day operations with long-term facility management priorities.
Location:
Primary workplace is MARCENT Headquarters, Mac Dill Air Force Base, Tampa, Florida. Office environment within a joint military/civilian/contractor staff. Includes coordination with service component facility planners and engineers.
Physical Demands:
Primarily sedentary office work with extensive computer use. May involve travel to assess facilities or coordinate construction projects.
Work Schedule:
Full-time, 40 hours per week. Monday–Friday, 0800–1600. May require flexibility during facility planning or project execution cycles.
License and Other Requirements:
Valid U.S. Driver’s License. Eligibility for issuance of a Common Access Card (CAC).

Secret clearance required.
Travel:
May include CONUS and OCONUS travel to support facility assessments, planning, and project execution.
