Position Description

The Plant Engineer oversees all on-site activities during capital project execution, ensuring consistency and adherence to company specifications. The role supports plant operations during handover, provides technical support during major breakdowns, drives recovery, reviews RCA, ensures project quality deliverables are met, manages the final punch list, and oversees project closeout.

Essential Functions
  • Adhere to health and safety policies, GMPs, and wear required PPE in warehouse or production areas.
  • Ensure compliance with food quality and safety standards (e.g., SQF).
  • Actively manage on‑site (3rd party) personnel activities – OEM technicians, contractors, and internal Refresco staff.
  • Ensure safe, timely execution of all tasks.
  • Coordinate daily and weekly needs of on‑site contractors, OEM personnel, and plant personnel.
  • Monitor activities for efficient and safe behavior across all trades.
  • Assist with service and utility routing and location verification as needed.
  • Document, track, manage, and close out installation‑ and OEM‑related punch list items.
  • Ensure compliance with Refresco specifications and expectations.
  • Manage day‑to‑day on‑site activities throughout project execution.
  • Communicate progress to team and external parties daily.
  • Ensure designs and activities comply with applicable codes, regulations, and standards (OSHA, NEC, etc.).
  • Lead communication with plant personnel and stakeholders during project execution.
  • Diagnose machinery or equipment malfunctions using modern testing instruments.
  • Lead technical resolutions for capital projects and address issues during ramp‑up.
  • Prepare close‑out documents, including as‑built drawings, manuals, and other required materials.
  • Execute small‑scale projects by managing budgets, schedules, and engaging contractors and OEM resources as needed.
  • Assess vendor proposals to ensure compliance with construction requirements.
  • Negotiate contracts and agreements in coordination with procurement.
  • Conduct regular site inspections, safety training, audits, and inductions.
  • Align project schedules and budgets with PMO/PM for efficient execution.
  • Develop and sustain the site’s Environmental, Health, and Safety (EHS) Management System.
  • Ensure full compliance with local, state, and federal EHS regulations.
  • Manage and maintain environmental permits, ensuring timely renewals and accurate reporting.

Required Skills
  • Knowledge of OSHA, NEC, state/local, and other safety guidelines.
  • Skill in root‑cause analysis to investigate breakdowns and line stoppages.
  • Ability to manage site access, logistics, and coordination of utilities and services.
  • Ability to set priorities, meet deadlines, and manage workload efficiently.
  • Strong report compilation, analysis, and delivery skills.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Capacity to handle confidential information with discretion.
  • Strong verbal and written communication skills.
  • Ownership mentality and independent initiative.
  • Results‑focused with goal‑oriented mindset.
  • Excellent customer focus and relationship building.
  • Demonstrated problem‑solving skills, creative thinking, and evaluation of solutions.
Education and Experience
  • Minimum 5 years of project and site management experience in fast‑paced manufacturing.
  • PMP certification, engineering degree, and experience in automation and controls systems preferred.
  • Strong multi‑trade knowledge to assess schedule progress, workload, manpower, and materials.
  • Proficiency in MS Project, AutoCAD, and related tools for project updates and reporting.
  • Effective verbal and written communication skills for contractor coordination and progress reporting.
