Job Overview

The Senior Program Manager (SPgM) is the client-facing team leader responsible for owning the outcome for program development and implementation. Programs include energy efficiency (i.e., ESPC and UESC), design‑build and other capital improvement projects. The SPgM will have program responsibility for identifying, assessing, and structuring technical, operational, and financial solutions to meet customer objectives. This individual will manage a diverse team of personnel (assigned from other in‑house departments, subcontractors, vendors) to provide clients with turn‑key infrastructure opportunities associated with renewables, HVAC, EMS, building envelope, lighting, plumbing, heating, and cooling systems.

Program management tasks include the development, implementation, M&V and O&M of energy conservation measures for ESPC, UESC, Design‑Build, and PPA opportunities. In addition, the SPgM shall provide quality control, program guidance and subject matter expertise.

Role Responsibilities
  • Oversee the development, design, construction, and project management personnel assigned to deliver turn‑key implementation of projects, including project development and design, and the preparation of contract documents (plans and specifications) of renewables, HVAC, EMS, building envelope, lighting, plumbing, heating, and cooling systems
  • Provide oversight to ensure contractual obligations are met through the performance of all services, internal and subcontracted
  • Provide leadership of the program team to screen and qualify the feasibility of energy efficiency, design‑build, and other capital improvement opportunities
  • Lead and structure select customer meetings, organizing and leading site trips to collect facility data and to lead other program team members tasked with performing site surveys, overseeing the development and review of energy screening models to determine the technical and economic viability of energy efficiency and other capital improvement projects
  • Oversight and quality control over the preparation of Preliminary Assessment reports
  • Oversee the development, definition, and dimensioning of technically and economically feasible infrastructure solutions by performing preliminary engineering, selecting project metering and measurements of critical parameters, and coordinating with internal staff/external vendors and contractors to develop designs and technical proposals
  • Assist with the preparation of Task Order Schedules and provide quality control oversight of Investment Grade Audit reports
  • Oversee the development of the technical scope of work for selected technologies and manage internal and external engineering resources to determine cost and schedule
  • Oversee the performance of the analyses and applications for utility rebates associated with energy efficiency projects
  • Drive the technical due diligence for the implementation phase. This will involve identifying known risks (i.e., technical, construction, price, schedule, environmental, warranties, performance guarantees, etc.), indicate impact, and how they will be addressed and mitigated
  • Support proposal development. Provide significant proposal input, including detailed technical project descriptions, legal risk and responsibility definitions, financial descriptions, and detailed supporting documentation of contractor quotes, simulation results, and cost and savings derivations
  • Lead client communication meetings, internal communication meetings, and other client/program‑specific support
Job Requirements and Experiences
  • Degree Undergraduate engineering (BS) degree or construction management (BS) required
  • Registered Professional Engineer (PE) is a plus
  • Federal ESPC experience is a plus
  • Healthcare experience is a plus
  • Minimum of 10 years of experience in HVAC, Energy Management and Control Systems (EMS), and Central Utility Plants (CUP), and general energy conservation methods (ECMs)
  • Minimum of 10 years expereoncewith department, program, and/or project management experience
