- Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
- Must possess a SECRET Security Clearance
- Must have strong writing, analytical, and reading skills, as well as the ability to effectively communicate
- Minimum of two years' experience working with PII, Freedom of Information Act (FOIA) services, and telecommunications protocol for the United States Department of Defense
- Five years' military experience
Under a five-year contract, the Command Privacy Act/FOIA Coordinator will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard Mac Dill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Command Privacy Act/FOIA Coordinator will support the Manpower Directorate (G-1) within the continental United States (CONUS) and outside the continental United States (OCONUS).
The G-1 performs analysis of manpower requirements to support operations. Additionally, the G-1 advises and assists the Commander in matters relating to personnel operations, management, policy, administration, awards, correspondence, travel management, the Government Travel Charge Card (GTCC) Program, and administrative support to all Marines stationed at Mac Dill AFB as well as individual augments in the USCENTCOM Area of Responsibility (AOR).
Responsibilities
- Provide Freedom of Information Act (FOIA) services to MARCENT
- Prepare documents for release or denial under the requirements of the FOIA
- Complete red actions under both the FOIA and the Privacy Act. Some documents will necessitate coordination with internal staff, outside agencies, law enforcement agencies, and the public
- Support the FOIA Requester Service Center for MARCENT and subordinate commands
- Be prepared to process at least 50 FOIA requests, annually
- Ensure full compliance by MARCENT and subordinate commands with DON FOIA policy and guidance
- If needed and not available through FOIA online, collect and compile command and feeder reports, and submit consolidated annual FOIA reports to the Navy FOIA Program Manager and Marine Corps FOIA Program Manager
- Maintain and update listings of subordinate command and activity FOIA coordinators, including full name, address, and telephone (office and fax) on their public websites
- Conduct annual staff assistance visits, reviews, or self-evaluations within the command and lower echelon commands to assist the OCIO in ensuring FOIA compliance
- Ensure the full participation of MARCENT and MARCENT subordinate commands in FOIA online
- Provide all input to FOIA online necessary to ensure complete tracking and data availability for all mandated FOIA reports
- Enter all requests into FOIA online, within two hours of receipt
- Promptly complete all pertinent fields on FOIA online, including fees, whether perfected, dispositions, exemptions, and appellate authority, as applicable
- Add comments to FOIA online with sufficient detail to ensure up-to-date progress tracking
- Upload to FOIA online all response letters
- Close all cases within 2 business days, when processing is complete
- When appropriate, promptly refer all cases within FOIA online to other activities that are served by FOIA online
- Post responsive documents provided to requesters on FOIA online and other websites, as appropriate
- Ensure all MARCENT directorates and MARCENT subordinate commands provide links on their websites to the FOIA webpages
- Ensure that all Directorates appoint PACs in writing
- Identify at least one records manager (person responsible for maintaining or collecting PII) within each Directorate section
- Complete System of Records Notice (SORN) training annually
- Ensure all information collected is necessary to accomplish a mission, and that the information is accurate, timely, relevant, and complete
- Maintain liaison with all officials in the Command who maintain PII
- Review internal directives, practices, procedures and forms for conformity with the Privacy Act
- Supervise establishment, amendment, alteration or deletion of a SORN
- Supervise distribution of PII in cases of first-party requests for information
- Obtain reasonable verification of the individual's identity when such a request is made
- Carefully screen all materials for such compliance
- Strictly enforce telecommunications protocol
