Job Summary

The Children's Home Network (CHN) provides a broad range of child and family serving programs, including residential, foster care, kinship care, behavioral health, early childhood education, and family support services. Its work is supported by a broad range of public and private funders and regulated by several licensing, credentialing, and accrediting bodies, including the Florida Department of Children and Families, the Florida Agency for Healthcare Administration, the Council on Accreditation, local taxation districts, and federally supported funding programs such as Medicaid.

The Human Resources Business Partner - Compliance & Credentialing holds primary responsibility for ensuring CHN's personnel and workforce practices comply with all relevant regulatory standards. This individual exercises primary oversight and responsibility for the processes and internal controls regarding employee screening and credentialing for the organization and ensures all candidates and employees meet the requirements of licensing, accreditation, and contractual conditions for their scope of work and practice.

This individual also serves as the primary point of contact and liaison with regulatory or funder agencies for the completion of required reviews of employee records to establish compliance with such requirements.

Essential Responsibilities
  • Establish and maintain up to date internal practices and procedures to meet all compliance expectations affecting employee screening, credentialing, and records for all licensing, regulatory, or contractual requirements.
  • Maintain up to date knowledge of Department of Children and Families licensing requirements, including requirements and processes for completing Level 2 background screening.
  • Maintain up to date knowledge of Agency for Healthcare Administration, Medicaid, and managed care organization credentialing and screening requirements for providers of behavioral health services.
  • Oversee all employee and volunteer background screening and review all background results for eligibility to serve in a selected role, ensuring all employees remain up to date with all screening requirements throughout their employment with CHN.
  • Coordinate all reviews of personnel and HR records conducted by licensing agencies, regulatory authorities, accrediting bodies, and funding agencies.
  • Ensure the timely and accurate completion of all required regular and ad hoc documentary submissions required by licensing, regulatory, accrediting, and funding bodies.
  • Manage and coordinate timelines for staff credentialing, licensing, certification, and all associated recredentialing with staff where required.
  • Ensure all employee files, I-9s, and MVR records are maintained and stored appropriately.
  • Manage all annual and regular compliance projects such as compliance-related training, form completion and renewal, fingerprinting, and recertification where required.
  • Collaborate with leadership and programs regarding Council on Accreditation processes to ensure compliance standards are met and maintained.
  • Provide support and guidance to other staff involved in the background screening and credentialing process.
Mandatory and Preferred Qualifications
  • Bachelor's degree required, graduate degree preferred, in human resources, law, business, or a related field.
  • At least 5 years of related experience in human resources, law, contract management, or regulatory compliance and reporting related work required.
  • Experience or knowledge related to programs or services licensed by the Florida Department of Children and Families, or similar bodies, preferred.
  • Experience or knowledge related to Medicaid-funded behavioral health services, or other services regulated by the Florida Agency for Healthcare Administration, preferred.
  • Experience or knowledge related to programs funded by children's services councils or local taxation districts preferred.
  • Demonstrated ability to manage complex processes, detailed requirements, and large transactional volume required.
  • Experience with managing data reporting and analysis in Microsoft Excel preferred.
The successful candidate must successfully complete and maintain Level 2 background screening, including state and federal sex offender checks, local civil and law enforcement clearance, and state child abuse registry checks, and must be insurable under CHN's auto insurance policy standards.
