Job Summary

The Assistant Facility Security Officer reports directly to the Security Manager and assists in the development, implementation, and maintenance of security procedures required by Hui Huliau, the Department of Defense (DOD), the Defense Security Agency (DSA), and the overall security program. The program includes submitting new employee security clearances, tracking clearance investigations, and performing administrative functions related to the Defense Information System for Security (DISS), National Industrial Security Program (NISP) Central Access Information Security System (NCAISS), migration from Joint Personnel Adjudication System (JPAS), and Electronic Questionnaires for Investigations Processing (e-QIP) systems.

Duties & Responsibilities
  • Assists the Security Manager with the overall security program.
  • Processes new employee security clearances.
  • Tracks security clearance investigations and performs administrative support functions, including Defense Information System for Security (DISS) and Electronic Questionnaires for Investigations Processing (e-QIP) administration.
  • Provides security briefings, debriefings, and awareness training for site personnel.
  • Processes outgoing visit requests and certifications.
  • Reviews required forms, processes, and screens security forms (SF85 and SF86).
  • Ensures document control security by safeguarding classified documents in accordance with the NISPOM and through coordination with government agencies, CWU management, and the Security Manager.
  • Assists in preparation for facility reviews and inspections.
  • Develops, implements, and oversees federal security clearance program.
  • Provides training for AFSO's and classified/secure project personnel.
  • Oversees the company's completion and retention of personnel security clearance records.
  • Oversees and assists FSOs with self‑inspection and review of security processes to ensure compliance with relevant laws.
  • Oversees and assists FSOs with coordination of closeout for all classified projects.
  • Oversees company CUI processes and compliance.
  • Supports other company security disciplines as needed in connection with classified/secure projects:
    Legal, Information Technology and Corporate Communications.
Skills & Abilities
  • Defense Security Service (DSS)–qualified FSO or 2 years’ experience in security programs as AFSO or in a related field.
  • Preferred TS level clearance (or ability to obtain); must possess at minimum a DOD secret clearance.
  • Strong knowledge of JPAS and e‑QIP government programs, SF85 and SF86, DD 254 and DD 441, and SF 328.
  • In‑depth knowledge of NISPOM requirements, strong computer skills and cyber knowledge.
  • Must complete or have completed required training, including Essentials of Industrial Security Management (EISM) and other related DISCO required training.
