Position: PUBLIC SERVICES / UTILITIES ASSISTANT DIRECTOR

The City of Tarpon Springs is looking to add an Assistant Director to our dynamic leadership team!

The purpose of the Assistant Director of Public Services is to provide strategic leadership and direction for programs and projects within the Public Services Divisions. This role requires a forward-thinking manager who can lead diverse teams, foster collaboration, and ensure operational excellence across multiple departments. With a strong focus on water and wastewater utilities and utility billing operations, this position oversees and coordinates all operational and administrative functions.

The ideal candidate will have a positive approach to employee engagement and operational success.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Provides leadership example for department staff with regard to public contact, budget maintenance, work ethics, report preparation, etc.
  • Assists Director in support of Emergency Management functions in the event of a declared emergency, including staffing of the City Emergency Operations Center during emergency events when required by the City Manager.
  • Assists in the preparation of the annual departmental budgets, capital budgets and capital programs, as directed.
  • Prepares recommendations and backup for Director's submittal of Board agenda items as assigned.
  • Reviews department (water & wastewater) operations for recommended improvements as assigned, including review of utilities operational efficiencies and opportunities to improve same.
  • Creates professional reports through utilization of computer-generated graphs and charts for analysis of departmental operations and document information for administrative decision making.
  • Creates, coordinates and manages water and wastewater projects and programs, as may be required.
  • Researches, develops and analyzes projects as may be required for reporting and presentation.
  • Research, reviews, prepares and submits accurate complex technical feasibility studies, needs analysis, correspondence, and reports.
  • Provides direction and leadership for the City's safety program.
  • Attends and participates in a variety of boards and committees and professional organizations.
  • Performs technical field inspections of department sites and operations to be aware of current projects and operational problems, as directed.
  • Reviews and evaluates reports from Department Heads and Supervisors and recommends revisions and/or further research.
  • Assists the Director in Citywide sustainability initiatives, including attending Sustainability Committee meetings and related actions and reporting.
  • Assesses emerging environmental regulations and environmental compliance issues and coordinates with FDEP and other regulatory agencies as needed.
  • Assists with management of environmental compliance programs for water and wastewater utilities.
  • Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree in Engineering, Chemistry, Environmental Science, Biology or related discipline.
  • Eight years of technical public works, public utilities or related experience or an equivalent combination of education, training and experience.
SPECIAL CERTIFICATIONS AND LICENSES
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Florida Professional Engineer License, preferred.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
