An employee in this class is the portal of entry for CPS reports, either in-person or via telephone. The employee handles highly sensitive and confidential information. Work involves providing information and referral services to parents/adults and community partners in an effort to prevent maltreatment. The employee must demonstrate a high level of knowledge and good judgment in carrying out the duties of this position.
Employee works under the direct supervision of a Social Work Supervisor III.
- Receives reports of child maltreatment in a timely manner.
- Represents agency and child welfare procedures to the public in the portal of entry for services.
- Assures sufficient information is gathered from reporters to make a determination of need for agency intervention based upon law and policy.
- Researches agency and State Central Registry records when applicable, as allowed by law and policy, to assist in determining appropriate intervention to referral.
- Documents and processes all referrals on state mandated referral form in a timely manner.
- Assesses and identifies those reports that may place vulnerable individuals at imminent risk and facilitate a priority response.
- Responsible for gathering the data and statistics with regard to incoming/outgoing Child Welfare reports, assist requests, etc. and reporting such to the Program Manager.
- Notifies the District Attorney and appropriate law enforcement officials of alleged criminal incidents according to state law, manual guidance, agency policy, and local protocol.
- Shares pertinent information obtained in the intake process with appropriate staff in the agency.
- Reviews requests for information from other agencies and provides information appropriately.
- Interviews customers either by telephone or in the office to assess needs.
- Work to standardize, improve and sustain high quality service delivery across child welfare services.
- Works jointly with child welfare staff to promote and engage families in early and ongoing involvement in decision making that allows children to remain with or return safely to their family of origin.
- Consults with social workers to prepare for and implement CFT’s in child welfare family assessments, family in-home, and foster care cases, and others areas as appropriate.
- Possesses strong skills in planning, organizing, coaching, training, and tracking the activities of staff to carry out the functions and tasks developed in the meetings.
- Performs other duties as assigned.
- In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations is expected. Employee is required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during, and after the emergency. Employee is also required to participate in relevant exercises and regular preparedness training.
Knowledge & Skills
- Knowledge of social work principles, techniques, and practices must be demonstrated and applied to specific casework and community problems.
- Considerable knowledge of behavioral and socioeconomic problems is required.
- Must engage governmental/civic/private organizations, know community resources, and understand laws, regulations, and policies which govern social work programs.
- Ability to express ideas clearly and concisely, and to plan and execute work effectively.
- Must have typing/word-processing/computer skills and must effectively use equipment to complete job assignments.
- Bachelor's degree in social work from an appropriately accredited institution; or
- Bachelor's degree in a human services field from an appropriately accredited institution and one year of directly related experience; or
- Bachelor's degree from an appropriately accredited institution and two years directly related experience; or
- Equivalent combination of education and experience.
- Child Welfare Pre-Service training or obtain within six months of hire.
- Possess a valid NC Driver's license.
