SBI- SAKI Site Coordinator
This position is open to all sworn officers in the State of Utah.
The Utah Department of Public Safety (DPS), State Bureau of Investigation (SBI) is seeking a sworn SAKI Site Coordinator for the Utah Violent Cold Case Crime Initiative at the Utah Department of Public Safety (DPS).
Principal Duties- Professionally represent the Utah Department of Public Safety at training, seminars, and other law enforcement meetings, casework and conferences in Utah and nationally.
- Provide investigative support from DPS/SBI to law enforcement agencies statewide in support of the Sexual Assault Kit Initiative (SAKI) Grant #15
PBJA-24-GG-05435-SAKI. - Work closely with the Statewide Intelligence Analysis Center (SIAC), the Utah Bureau of Forensic Services (UBFS) and Office of the Medical Examiner (OME) amongst others.
- Conduct cold case inventory, investigations, assess evidence, research records and compile case information necessary to advance the case toward resolution.
- Coordinate investigations and training involving outside agencies, including out of state.
- Attend meetings and multidisciplinary teams of prosecutor(s), medical personnel, scientists, advocates and other disciplines for case review, planning, and progression.
- Provide training on best practices in coldcase investigations, both in-person and virtually, to large groups of people from system and community-based organizations.
- Attend meetings across the state, both in-person and virtually, and network with agencies to promote consistent, sustainable processes.
- Work on violent crime cases that may require Advanced DNA Testing up to and including Investigative Genetic Genealogy (IGG).
- Liaison with the crime lab and police agencies to further new technologies and interact with DNA outsourcing laboratories.
- Attend grant-related training, seminars and webinars above and beyond the normal DPS required training to maintain peace officer certification in Utah.
- Contribute to grant-related performance goals and mandatory reporting requirements.
- Serve as the central point of contact for the SAKI Utah Violent Cold Case Crime Initiative.
- Maintain full support of the lead SAKI agency and all other agencies represented within Utah Violent Cold Case Crime Initiative.
- Ensure the Utah Violent Cold Case Crime Initiative achieves goals and meets milestones and benchmarks.
- Manage, organize and track progress towards goals and objectives, including performance metrics.
- Coordinate and facilitate Utah Violent Cold Case Crime Initiative meetings.
- Utilize a shared drive or network for storing project related materials accessible to key Utah Violent Cold Case Crime Initiative members.
- Collaborate with the BJA ASKI Training and Technical Assistance Provider (SAKI TTA) to support project goals.
- Proficient writing and communication skills.
- Ability to create policy and provide input on protocols and legislation.
- Experienced public speaker/presenter.
- Basic understanding of DNA evidence and the Combined DNA Index System (CODIS).
- Experience working violent felonies, including homicide and sexual assault.
- Willing to travel out of state to work cases or attend training and conferences.
- Capacity to attend the FBI’s five-day Investigative Genetic Genealogy (IGG) Training and participate in the FBI IGG team’s mentorship program.
- Peace Officer Standards and Training Academy (POST) certification, plus twelve (12) years with a Law Enforcement Agency, seven (7) of which must have been as an investigator or detective; OR a combination of five (5) years of investigative experience and a bachelor's degree from an accredited college or university.
Preference will be given to candidates who can demonstrate a robust knowledge of resources, and network of collaborators - both system and community-based, who support response to violent crime.
