The Utah Department of Transportation's (UDOT) Central Materials is seeking a dedicated, self‑motivated leader to serve as the State Engineer for Quality and Materials. This pivotal role is responsible for driving statewide initiatives that increase operational efficiency, modernize material review processes, and bridge the gap between field operations and administrative standards.
As the primary steward of our manuals and specifications, you will ensure our standards are cutting‑edge and effectively communicated to UDOT Construction teams and industry partners.
Principal Duties- Specification & Research Leadership:
Lead the development and updates of asphalt and general material specifications; provide technical support for statewide materials research projects. - Operational Support:
Act as a technical resource for Regions and Asphalt material Suppliers on daily engineering challenges. - Database & Systems Management:
Oversee the Statewide Masterworks Materials Database and the Authorized Products List (APL), focusing on user interface (UI) and user experience (UX) improvements and process automation. - Quality & Compliance:
Ensure the Central Materials Group maintains AASHTO R-18 (laboratory) qualifications and AASHTO R-25 (individual certification) compliance through the administration of the Department’s Independent Assurance Program. - Industry
Collaboration:
Represent UDOT on the Certification Review Board, the WAQTC Program, and the AASHTO Committee on Materials and Pavements (COMP). - Stakeholder Relations:
Manage service contracts for lab equipment and lead ongoing coordination with the Utah Asphalt Paving Association (UAPA).
- Be registered as a Professional Engineer (PE) in Utah
- Have at least four (4) years of engineering experience following licensure as a PE
- Have strong leadership, communication, and organization skills.
- Working Conditions:
This position primarily involves work in a typical, climate‑controlled office setting that is adequately lighted, heated, and ventilated. Standard office safety practices (e.g., safe use of equipment, observing fire regulations) apply. - Physical Requirements:
The work is largely sedentary (sitting comfortably to perform work). However, the role may require some walking, standing, bending, carrying light items, and driving a vehicle. - Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
