Regulatory Compliance Specialist
The Utah Department of Transportation (UDOT) is seeking a highly motivated and experienced leader to fill the crucial role of Consultant Selection Facilitator & Contracts Manager. This position is essential for ensuring fair, compliant, and efficient procurement of engineering and engineering-related services, directly supporting UDOT's critical transportation projects.
This role combines strong leadership with deep technical expertise in the Qualifications Based Selection (QBS) process, focusing heavily on:
- Consultant Pool Administration
- Request for Pool Letter of Qualifications (RPLOQ) Solicitation Management
- Contract Compliance and Oversight
- Staff Supervision
The ideal candidate will be a skilled facilitator and communicator, adept at navigating complex regulations (Brooks Act, Federal Code, Utah Procurement Code), and capable of independently driving the selection process from RPLOQ through contract negotiation.
Principal Duties- Leadership & Management
- Supervise Consultant Services staff, providing mentorship, performance development, and strategic guidance to the team.
- Consultant Pool Administration
- Manage the entire lifecycle of consultant qualification pools, including renewal processes, and develop strategies to attract and retain highly qualified consultants.
- Analyze pool utilization data, prepare comprehensive reports, and monitor workload effectiveness to identify and implement process improvements.
- QBS Solicitations and RPLOQ Process Facilitation
- Oversee all aspects of the Request for Pool Letter of Qualifications (RPLOQ) process and subsequent consultant contracts. Assist with other solicitation processes as needed.
- Regulatory Compliance & Contract Oversight
- Ensure strict compliance with all applicable federal and state laws, including the Brooks Act, Federal Code, and Utah Procurement Code, and UDOT policies throughout the selection and contracting process.
- Administer the proposal evaluation process, performing detailed reviews of proposals for adherence to rules and regulations.
- Analyze, summarize, and review procurement and contract documentation, reconciling any discrepancies to guarantee legal and procedural compliance.
- Act as a subject matter expert on QBS and procurement processes, monitoring vendor performance and addressing any non-compliance or disputes.
- Stakeholder Facilitation & Training
- Facilitate collaborative, outcome-oriented meeting discussions between Program/Project Managers, consultants, and internal stakeholders.
- Negotiate or mediate issues and complaints with internal and external parties to achieve timely resolution.
- Serve as a key liaison and resource for procurement policies, providing comprehensive training and guidance to Project Managers and Contract Administrator staff on effectively using consultant pools.
- Maintain the repository of shared successful pool proposals and manage relevant e-procurement system templates.
- A valid driver's license
- Meet one of the following requirements:
- Four (4) years of professional experience in procurement, contract management, or a related field; OR
- An Associate’s Degree in a related field plus two (2) years of professional experience in procurement, contract management, or a related field; OR
- A Bachelor's Degree or higher in a related field (e.g., Business, Public Administration, Legal Studies).
- Expert Knowledge of QBS:
Demonstrated understanding and application of Qualification Based Selection (QBS) principles for engineering and engineering-related services. - Leadership & Supervision:
Proven ability to successfully supervise, mentor, and train staff, leading to successful team development. - Exceptional Communication & Interpersonal
Skills:
Ability to build positive relationships with diverse stakeholders, facilitate complex meetings, and clearly articulate policies and procedures. - Process Management:
Demonstrated ability to lead cross-functional projects, identify process improvements, and successfully implement business objectives.
- This position requires occasional travel for project meetings.
- A flexible or 4-day work week (totaling 40 work hours) may be available.

- Working Conditions:
This position primarily involves work in a typical, climate-controlled office setting that is adequately lighted, heated, and ventilated. Standard office safety practices (e.g., safe use of equipment, observing fire regulations) apply. - Physical Requirements:
The work is largely sedentary (sitting comfortably to perform work). However, the role may require some walking, standing, bending, carrying light items, or driving a vehicle. - Note on Reassignment:
The employee may be reassigned to a different location as deemed necessary by the Division Leader.
