Ringway Jacobs is looking for an enthusiastic and motivated Development Management Engineer to join our team supporting the Essex Highways Integrated Services contract in partnership with Essex County Council. In this role, you'll play a key part in reviewing and assuring developer-led highway schemes, helping to ensure new infrastructure is designed, constructed, and adopted to the highest standards. Working closely with developers, local authorities, planners, and other stakeholders, you will help shape improvements to the highway network while supporting sustainable growth across Essex

The Role

As a Development Management Engineer, you will provide technical assurance on highway infrastructure schemes associated with new developments, ensuring compliance with relevant legislation, standards, and local authority requirements.

Key responsibilities include:

  • Reviewing and approving developer-designed highway infrastructure works for adoption by the Highway Authority.
  • Supporting planning consultations and providing technical input on proposed developments.
  • Assessing and agreeing detailed highway designs and ensuring planning conditions and obligations are met.
  • Attending and leading meetings with developers, consultants, and stakeholders.
  • Responding to design and site-related queries in a timely and professional manner.
  • Building effective relationships with internal teams, developers, local authorities, councillors, parish councils, and members of the public.
  • Supporting statutory processes and ensuring compliance with relevant legislation.
  • Coordinating legal agreements required for highway adoption.
  • Providing technical advice on highway matters and supporting the wider Development Management team where required.
  • Deputising for senior colleagues when necessary.

We're keen to hear from individuals who have a passion for highways and infrastructure and are looking to develop their career within a collaborative and supportive environment.

You’ll ideally have:

  • A Degree, HNC, or equivalent qualification in a relevant discipline, or significant highway engineering experience.
  • Experience managing the design and delivery of highway elements associated with development schemes.
  • Knowledge of highway design standards, legislation, and statutory processes.
  • A strong understanding of the Highways Act 1980 and CDM 2015.
  • A good working knowledge of Health & Safety legislation.
  • Strong communication and stakeholder management skills.
  • Experience using Microsoft Office applications, including Word, Excel, and PowerPoint.
  • A full UK driving licence, or the ability to attend site visits across the area when required.
