Instrumentation & Electrical Planner

INEOS Olefins & Polymers USA, LLC

Instrument and Electrical Planner – Responsible for ensuring non‑emergency preventive and corrective maintenance works are appropriately planned, scheduled, and executed safely and efficiently. The role also manages accurate and timely creation of maintenance system master data and compliance with safety, environmental, and quality standards.

Accountabilities
  • Accountability 1: SHE Excellence
    • Ensure compliance with SHE (Safety, Health, Environment) standards and the INEOS Life Saving Rules and 20 Safety Principles.
    • Lead the work group’s efforts in promoting safe behaviours through participation in SHE activities: incident investigations, HAZOPs, audits, observations, housekeeping, and review of safety incidents and near misses.
    • Ensure safe and reliable plant operation by strict adherence to plant procedures and timely completion of all instrument and electrical integrity activities.
    • Develop and maintain procedures to comply with facility maintenance, ISO 9000, and process safety management requirements.
    • Maintain safety and regulatory equipment and report any defects.
  • Accountability 2:
    Planning
    • Plan routine and preventive instrument/electrical maintenance jobs to establish accurate job steps and manpower utilization.
    • Produce job packages: inspection records, BOMs, procedures, and complete job information.
    • Create job estimates for large jobs.
    • Procure parts, materials and equipment via established procurement workflow, expediting emergency work as needed.
    • Interface with Purchasing and Stores to resolve procurement issues.
    • Use SAP planning/scheduling tools.
    • Navigate, run reports and enter data in Pro Cal instrument management system.
    • Plan and support instrumentation, analytical, and electrical modules of ISO and quality management programs.
    • Create SAP preventative maintenance plans.
  • Accountability 3:
    Scheduling
    • Determine accurate resource requirements for low priority work orders.
    • Execute the planning and scheduling process for the rolling 3‑month window.
    • Deliver a fully engineered 3‑week plan to optimize resource use and maintain safety.
    • Plan, pre‑engineer, and coordinate all maintenance work for the discipline, ensuring all third‑party, risk assessments, work packs, materials, tools, and services are available.
    • Monitor and drive progress; address and report issues affecting scope, progress, quality, or cost.
    • Plan outages and support the centralized TAR team.
    • Maintain asset work history data in the maintenance management system.
    • Plan and prepare work to meet KPI compliance and avoid overdue statutory items.
    • Prepare and analyze metric reports and KPIs.
    • Track craft headcount and capacities for weekly schedule loading.
    • Collaborate with asset teams to develop work‑around schedules.
    • Manage approved schedule breaks in coordination with others.
    • Review weekly schedules to optimize shared resource groups.
  • Accountability 4:
    Centralized Maintenance Support to Assets
    • Deliver on front‑end maintenance KPIs and suggest measurable improvements.
    • Ensure compliance with agreed maintenance planning processes.
    • Manage new equipment and spare parts inventory analysis, set‑up, changes, and deletions.
    • Coordinate job sequence and priority with production, maintenance supervisors, and planners.
    • Track and manage maintenance PM performance; generate daily work orders and equipment PMs.
    • Ensure the preventive maintenance program remains current and optimized.
    • Support production by ensuring minimum response times to equipment breakdowns and availability targets.
    • Coach Asset Support and Asset teams on the maintenance workflow.
    • Collaborate with planning and scheduling team members as needed.
    • Coordinate weekly scheduling meetings with supervisors, coordinators, and operations personnel.
  • Accountability 5:
    Budget and Cost Management
    • Use SAP to forecast labor, services, and material costs for maintenance strategies.
    • Scope and estimate all requested INEOS and contractor work; challenge as necessary.
    • Manage weekly services and materials maintenance budget allocation; report estimated and actual monthly spends.
    • Participate in pre‑job review meetings with outside contractors.
