Compensation Grade

As the Site Procurement Manager this role will lead the delivery of procurement activities associated with INEOS Manufacturing, Texas City. This will include the maintenance of procurement standards, including the suite of INEOS cost control and anti-fraud processes, management of the procurement team, Board level briefings and delivery of the most material contract negotiations. The Site Procurement Manager is also responsible for direct supervision, optimization, and management of the stores warehouse

Accountabilities

Through either direct involvement or by delegation to direct reports ensure that INEOS Acetyls has an effective suite of contracts to enable the safe and economic running of the business, including goods purchase, service delivery and logistics. (Feedstock & Catalyst Contracts Excluded)

This role is hands on (i.e. a working manager) and will have direct responsibility for a large number of vendors, negotiating contracts/prices, placing Purchase orders, and expediting.

Provide leadership and management to the procurement team. Including applying appropriate challenge to proposed awards. Train, coach and instruct direct reports to develop their skills and enhance performance of the Procurement Team

Assess the demand for Procurement activity and resources appropriately, prioritize and challenge requests.

Make recommendations to Commercial Director – Americas in regard to the departmental structure and resource level as required.

Prepare a procurement strategy for high value spend Track and evaluate the success of the strategy.

Ensure that procurement processes robust and the correct procurement techniques are applied to deliver best value.

Ensure the department is compliant with internal control processes as they relate to vendors, including customer master data management.

Effectively manage the stores process ensuring that re-order levels, order quantities, and maximum inventory levels are managed within benchmark levels. Ensure that cycle counts and inventory levels are accurate. Manage obsolete inventory and addition of new stores items.

When required, seek single source approvals.

Adhere to the Delegation of Authority (DOA) process and chair DOA approval calls in association with the site manager.

In association with the Supply Chain Manager, provide procurement recourse to support logistics contracting.

Advise local management on where procurement is involved and their responsibilities to vendor management.

Manage directly high value or high criticality contracts.

Network with other INEOS businesses and sites to ensure INEOS’ spend is fully leveraged across all INEOS businesses.

Oversee and make recommendations for project procurement to Board via OPS Director & Commercial Director.

Implement Vendor Performance Management process for key suppliers.

Ensure all procurement activities are compliant with legislation.

Provide information to INEOS Group as requested.

Required / Qualifications Technical Skills
  • Minimum work experience of 10 years with over 5 years of procurement experience preferred.
  • Commercial experience, analytical skills, and business acumen skills are valuable.
  • Working understanding of commercial controls
  • Knowledge of contract law
  • Experience of building and managing a high performing team is helpful
  • An understanding of chemical plant operations and maintenance processes is a plus
  • Skills in SAP P2P processes is preferred.
