Construction Inspector (Construction)
GENERAL
PURPOSE:
Under general supervision, performs safety and quality assurance inspections of construction and public infrastructure projects to ensure compliance with City standards, approved plans and specifications, and construction and safety practices; and performs related work as required.
- Reviews public works construction and maintenance design plans for compliance with engineer design standards and state and city codes; attends final inspections with assigned construction inspector by completing walk‑through procedures; conducts all final closeouts of projects by developing a punch list, verifying all punch list items are accomplished, and completing all pertinent paperwork.
- Conducts on‑site inspections at all phases of construction to comply with approved plans and specifications and City standards and safety standards, and ensure proper materials are being used and installed correctly; performs regular inspections for all water, sewer, and stormwater construction projects to ensure compliance with state and local regulations.
- Maintains records and working files and prepares oral and written reports of work performed; attends and provides input for pre‑design and pre‑construction.
- Performs routine materials and field tests to ensure material and workmanship quality.
- Maintains and builds relationships with onsite construction contractor crews to ensure consistent communication, effective collaboration, and accountability for project progress.
- Conducts safety inspections and reviews established traffic‑control procedures for compliance within construction zones.
- Files and maintains testing reports including backflow and other required reports.
- Performs constructability reviews of plans and specifications; interprets Public Works construction and maintenance design plans and specifications for inspection compliance.
- Assists in analyses of selected contractor claims, when required; responds to and resolves public complaints; mediates and resolves issues for other departments, utilities, civil engineers, and permitting matters.
- Performs administrative and supervisory tasks, trains new employees, and assists with more complex or technical issues; responds to complaints and mediates with contractors, other departments, engineers, utilities, and the public.
- Performs other duties as assigned.
- Work extended or on‑call hours.
No direct supervision exercised; may exercise occasional administrative and functional supervision for specified activities.
MINIMUM QUALIFICATIONS- Possess a valid driver's license.
- High School Diploma or equivalent.
- Four (4) years' experience in construction, contracting, inspections, or related field.
- Principles and practices of construction, development, zoning, and land development.
- Computer hardware and software programs.
- Methods and procedures of computerized data management and clear and concise report preparation.
- Methods and techniques of problem‑solving, research procedures, and public relations.
- Current literature, information sources, and research techniques in the field of municipal planning, building codes, and zoning ordinances.
- Federal, State, and local laws, codes, and regulations applicable to municipal planning.
- City Ordinances, Rules, and Regulations.
- Effectively exercising supervision and leadership; delegating tasks and authority.
- Operation of office equipment and computers utilizing a variety of business software.
- Effective oral and written communication.
- Analytical thinking and problem‑solving.
- Planning, organization, and time management.
- Reviewing technical areas of construction operations and reference to applicable codes.
- Reading, interpreting, and applying building codes and structural, electrical, plumbing, and mechanical building plans.
- Identifying and responding to community and City Council issues, concerns, and needs.
- Operate a motor vehicle safely.
- Ability to lift 50 pounds.
- Ability to sit, stand, crouch, squat, climb, and walk.
Exposure to heat, cold, noise, standing water, and construction site hazards.
