This position, under minimal direction of the Environmental Supervisor, is responsible for monitoring the compliance of industries included in the Industrial Pretreatment Programs administered by the NTMWD. This individual will maintain and review permits, applications, self‑monitoring reports and laboratory data. This individual supervises the coordination of the sampling activities, which involves the training and direction of sampling personnel. Performs manual work associated with various assigned duties.

• Conduct inspections to check for compliance with the Industrial Waste Ordinance and/or Federal Categorical Standards, update existing information files, and investigate possible changes or additions to facility processes.
• Review permit applications, industrial waste permits, self‑monitoring reports and current pretreatment literature.
• Assist in permitting process including drafting permit renewals and determining and calculating limits for existing industries.
• Perform secondary reviews of monitoring reports and enter data, events, and permit changes into an electronic database.
• Assist with industrial waste survey process to identify potential new industries within the service area and oversee implementation of new Federal Pretreatment Standards such as the Dental Amalgam Rule.
• Supervise, train, operate, and troubleshoot automatic sampling and monitoring equipment to perform field sampling and properly complete and handle chain‑of‑custody records.
• Collect compliance and routine monitoring samples for laboratory analyses on water and wastewater samples at water distribution sites, surface water sites, industrial users, treatment plants, or collection systems.
• Write and review standard operating procedures and work instructions as needed.
• Prepare and present training material for department personnel in technical and safety procedures.
• Assist in monitoring and surveillance activities of the collection system, which may include visual observations, dye testing, sample collection, etc.
• Observe, record, take pictures, and report potential slug or accidental spills into the sanitary sewer, ground, or receiving streams or lakes.
• Observe safe work practices through the use of proper safety equipment and procedures.
• Perform other duties as assigned.

• Possess a broad knowledge of industrial waste treatment and local, state and federal laws pertaining to environmental monitoring.
• Ability to make decisions independently.
• Strong mathematical ability with careful attention to detail.
• Ability to deal tactfully and effectively with others in areas of investigations and data collections.
• Ability to read and understand pipeline, utility, and construction maps and drawings.
• Knowledge of water and wastewater treatment plant operations.

• Bachelor’s degree in environmental science or a related field, plus three years of technical and administrative experience in investigating or monitoring environmental activities. Seven years of experience may be substituted for a degree.
• Must obtain a Texas Commission of Environmental Quality Class D Water Operator’s license within six months of hire and a Class C Water Operator’s license within two years.
