This position is responsible for coordinating safety programs and training within the department to minimize occupational injuries, illnesses and vehicle collisions in the workplace and ensure compliance with federal, state, and local regulations.
Section 2 – Major Responsibilities- Lead by example and provide coaching as necessary in the facilitation of safe work practices within the department.
- Foster a one‑District approach to implementation of District safety programs through close collaboration and support of other safety personnel.
- Oversee the implementation of the risk hazard assessment process within the department.
- Identify and track departmental personnel training needs and coordinate scheduling of courses.
- Conduct select District program training as directed.
- Identify PPE needs and assist in their procurement and proper use.
- Participate in the development of Standard Operating Procedures as it relates to safety hazards.
- Participate in facility inspections by Safety Department and be responsible to implement corrective measures related to safety hazards.
- Update as necessary and implement safety programs and protocols.
- Provide safety briefings and updates at departmental meetings.
- Introduce and interpret Federal, State, consensus standards, and industry‑recognized rules, regulations and procedures dealing with workplace safety.
- Actively participate in exercises, provide input and recommendations related to risk management and emergency response programs.
- Investigates incidents, determines root causes, develops corrective action recommendations, tracks rates OSHA 300 log. Uses Maximo HSE as an information management system.
- Be accustomed with principles of accident prevention, loss control, process safety management, and industrial hygiene.
- Knowledgeable of TCEQ, ANSI, NEC NFPA and OSHA General Industry Standards regarding safety guidelines.
- Must be able to effectively train other employees.
- Able to gather and compile information, following oral or written instructions, in order to prepare information for District use.
- Able to establish priorities for own workload based upon such factors as needed for immediate action, work objectives, work schedule, knowledge of future needs, etc.
- Able to effectively communicate orally with individuals in a face‑to‑face, one‑on‑one setting or by telephone.
- Able to work cooperatively with other District employees and representatives from other governmental agencies.
- Able to detect and develop recommendations of corrective actions to abate hazardous, unsafe working conditions and practices to prevent accidents or injuries to employees or citizens.
– Education and Experience
- Five years of experience in safety, accident prevention and loss control programs desired.
- A bachelor’s degree in risk management, safety management, public health, process safety engineering, chemical safety engineering, industrial hygiene, or a related STEM field desired or a combination of education, technical qualifications (CSHO) and experience may be substituted.
