General DescriptionThe Texas Division of Emergency Management (TDEM) is an emergency response entity. The Section Chief, State & IMT Training works under general direction, assists the Division Chief, Training, and collaborates with other Section Chiefs. This position is responsible for planning, directing, and managing day‑to‑day training activities, including incident management, state training, and coordination with the State Incident Management Team and local governmental agencies.
The role develops and implements agency goals, provides strategic guidance for training programs, and supervises projects related to education and training.
Availability for after‑hours and weekend work is required. The successful candidate must be able to react to activations of the State Operations Center on a 12‑hour shift, deploy from the normal duty station for extended periods after a disaster, travel extensively (up to 50% of the time), and work extended hours.
EssentialJob Duties and Responsibilities
- Direct and manage program areas and activities related to State & IMT Training programs within TDEM.
- Provide statewide complex incident response and management training to improve local and state readiness capabilities.
- Takes appropriate action on senior‑level management issues in the absence of a Division Chief.
- Collaborates with TDEM IMT, regional, and statewide staff to coordinate and synchronize goals and training needs.
- Conducts gap analysis and risk assessment to enhance preparedness and reduce disaster impacts.
- Recommends and implements solutions to improve efficiency of current processes.
- Works with all TDEM areas to evaluate and improve emergency responses and staff proficiency.
- Provides All‑Hazard Training Opportunities and serves as a subject‑matter expert.
- Performs presentations and training on behalf of the agency.
- Represents TDEM in workshops, working groups, conferences, and public statements.
- Attends business meetings, hearings, legislative sessions, and committee work as needed.
- Recommends actions for compliance with regulations and guidelines.
- Review investigation, audit, and research results to provide guidance.
- Plan, develop, implement, and evaluate training processes, plans, and procedures.
- Supervise staff, perform evaluations, and provide coaching.
- Cooperate with State, Federal, and local agencies on emergency‑management matters.
- Maintain regular attendance and perform extended hours when required.
- Education:
Bachelor’s degree in an applicable field or equivalent combination of education and experience. - Experience:
Minimum 10 years of progressively responsible work in metropolitan or state public‑sector organizations, with at least five years delivering NIMS & ICS training or IMT position‑specific training.
- Approved as a position‑specific lead instructor by FEMA.
- Substitution of work experience for education: one year of experience equates to 30 semester hours. An advanced degree may substitute for work experience.
Skills and Abilities
- Advanced knowledge of State & IMT training programs.
- Knowledge of TDEM, state, and federal regulations and policies.
- Knowledge of management, supervisory methods, performance standards, and fiscal/budget management.
- Exceptional verbal, written, and presentation skills.
- Strong interpersonal skills, diplomacy, and relationship building.
- Ability to motivate others and maintain teamwork.
- Organized, flexible, and able to prioritize under changing demands.
- Proficiency in Word, Excel, PowerPoint, Outlook, and learning new systems such as LMS.
- Ability to produce clear, concise documents and reports.
- Capable of handling sensitive and confidential information.
- Valid Texas driver’s license.
- Complete certification in IS‑100, IS‑200, IS‑700, IS‑800, L‑141, O‑305, G/L‑449 FEMA courses within twelve months of employment, plus any additional training as required.
