PRIMARY PURPOSE

Direct Responsible for oversight of all financial, business and child nutrition affairs of the district. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial and budget advisor to the Superintendent and Board of Trustees.

Education/Certification

Bachelor’s degree in business, accounting, or other related field (preferred)
TASBO Certification preferred

Special Knowledge/Skills

Experience with Ascender Software
Advanced knowledge of school finance, budgeting, accounting systems, and economics
Knowledge of information/data processing systems and financial applications
Ability to use software to develop spreadsheets and perform data analysis
Ability to interpret data
Ability to manage budget and personnel
Ability to implement policy and procedures
Excellent communication, public relations, presentation, and interpersonal skills
Ability to integrate technology in all aspects of business and financial functions
Ability to communicate and follow instructions (verbal and written), read and process financial data and reports including invoices, purchase orders and financial data, resolve disputes with vendors and district personnel.
Work independently, establishing priorities, and meeting deadlines with little instruction.

Experience

Advanced knowledge of school finance, budgeting, accounting systems and economics.
Two years’ school business management or governmental finance-related experience, required.

MAJOR RESPONSIBILITIES AND DUTIES

Preparation of the annual budget for the district, which includes property value, state funding and tax revenue projections and expenditure analysis.

Responsible for ensuring that the district meets all state and local requirements for budget and financial matters.

Supervise the processing of accounts payable, which includes processing purchase orders and invoices and resolving any disputes with vendors and district personnel.

Supervise payables, revenue and other records as required to meet state and federal audit standards.

Provide administrative direction for all payroll-related functions through the payroll supervisor who is directly responsible for day-to-day operations.

Be responsible for financial reporting as required to meet audit requirements and to provide financial data as requested by the Superintendent through the annual budget and financial audit(s) and any other supporting reports.

Maintain integrity of general ledger and ensure accuracy of financial systems and information.

Maintain and oversee finance information on web site.

Provide administrative direction and make sure systems are in place to support all district personnel in the processing of paper work meeting audit requirements in as efficient a manner as possible.

Oversee the reconciliation of all district bank accounts. Be responsible for the district depository contract.

Administer the investment of all district funds according to the district investment policy and monitor all related requirements.

Assist the Assistant Superintendent with the development of and submission of accounts and reports for state and federal programs.

Provide administrative direction for all child nutrition-related functions through the food service director who is directly responsible for day-to-day operations.

Provide administrative direction for all MIS-related functions through the management information systems director who is directly responsible for day-to-day operations.

Provide administrative direction for all purchasing-related functions through the purchasing director who is directly responsible for day-to-day operations.

Attend Board meetings and prepare reports and policies for the Board as the Superintendent may request.

Communicate effectively with all stakeholders regarding the business affairs of the district while maintaining confidentiality of information.

Engage in and attend professional development activities to keep informed of and comply with federal, state and district policies and regulations while improving job performance through, self-assessment, skill development, and goal setting as it relates to primary job functions.
