General Position Summary

The Park Event and Fair Manager is responsible for planning, budgeting, organizing, and executing the annual Wasco County Fair in coordination with the Fair Board and Administrative Services. The manager also oversees group rentals of facilities at the County Fairgrounds and Hunt Park throughout the year and contributes to facility enhancement initiatives.

Essential Functions (typical work week)
  • Plan, coordinate, and execute the Annual Wasco County Fair, acting as liaison between the Fair Board and organizations such as 4H, FFA, livestock/auction committees, etc.
  • Develop and update Fair sponsorship packets and actively seek sponsor ships.
  • Book grandstand and grounds entertainment, including sound and lighting needs.
  • Organize exhibits, including livestock, arts & crafts, educational displays, and inclusive cultural activities.
  • Develop and execute a marketing plan for facility rentals at the Fairgrounds and Hunt Park.
  • Contract judges, schedule staff, and manage volunteers to provide adequate coverage for trash disposal, gate keeping, crowd management, and barn security.
  • Purchase and maintain consumables inventory (ribbons, awards, janitorial supplies, entry tags, etc.).
  • Coordinate with law enforcement and medical services to ensure adequate police/EMT presence during the Fair.
  • Contract, coordinate, and supervise a carnival and rodeo.
  • Supervise ribbon and award purchases.
  • Develop and maintain records related to the execution of the annual Fair and other events at the Fairgrounds.
  • Communicate with supervisor regarding building and ground preparation.
Secondary Functions (typical work week)
  • Manage other facility rentals, uses, and revenue-producing events.
  • Comply with Fair Board bylaws and County policies.
  • Attend Annual Oregon Fair Association meetings and annual conference.
  • Attend Fair Board meetings and support Board goals and objectives.
  • Assist in monitoring and coordinating volunteer work.
  • Perform other duties as assigned.
Responsibility & Accountability

The role has minimal influence on organization operations and budget. Responsibilities are limited to the manager’s own projects, with public interaction as part of job duties.

Supervision of Employees

The manager may provide daily guidance to a few employees and assist in the hiring process but is not responsible for full supervisory functions such as hiring or disciplinary actions.

Interpersonal Skills & Contacts

Regular interaction with County employees, the public, vendors, contractors, and other stakeholders. Effective communication, negotiation, teamwork, and sensitivity are essential.

Working Conditions

Work is generally well protected with exposure to moderate outdoor hazards. Light physical effort such as lifting and carrying may be required, and a valid driver’s license is essential.

Physical Requirements

Occasional light lifting and carrying; use of office or power equipment. No significant mobility restrictions.

Education, Experience, and Certification/Licensure

Two to four years of related experience, preferably in event planning, public relations, marketing, or recreation/tourism. Direct experience in festival and event production, familiarity with fairs, rodeos, 4H, and FFA, and successful completion of a background check and drug test. Bilingual in Spanish and English is preferred.
