Location:

The Woodlands, TX (In-office 4 days per week). Industry: Electric Utilities / Power Generation (New Generation Capital Projects).

Overview

We are seeking a Senior Cost Analyst to support large‑scale New Generation capital projects across multiple stages of development and execution. This role will be filled at the Analyst III or Senior Analyst level, depending on experience and qualifications. The successful candidate will maintain cost models and forecasts, perform detailed cost and financial analysis, and provide insights that support effective project and portfolio decision‑making.

This position partners closely with Project Management, Finance, and Cost Management teams to ensure strong cost control, transparency, and regulatory readiness.

Responsibilities
  • Develop, maintain, and enhance project cost models and forecasts for assigned capital projects.
  • Perform scenario analysis to evaluate cost risks, trends, and potential outcomes.
  • Provide detailed monitoring and analysis of project budgets, actuals, and forecasts.
  • Conduct forensic cost analysis on project spending to ensure budget adherence.
  • Identify variances, trends, and emerging risks; recommend corrective actions.
  • Interface regularly with project teams and finance partners to support cost control, analysis, and reporting.
  • Compile and analyze monthly project cost and performance data for management reporting.
  • Support portfolio‑level analysis related to cost performance, trends, and risk exposure.
  • Identify gaps and opportunities for process improvement within cost management practices.
Risk, Controls & Documentation
  • Participate in project risk management sessions, quantify potential cost impacts, and support mitigation planning.
  • Prepare documentation required for stage gate reviews, prudency reviews, hearings, regulatory filings, and change order processes.
  • Demonstrate strong technical writing and document management skills to ensure audit‑ and regulator‑ready deliverables.
Systems, Reporting & Tools
  • Utilize Cognos, Power BI, Maximo, and Power Plan to analyze cost data, interpret outputs, and develop clear presentations.
  • Leverage advanced Excel and financial modeling skills to support decision‑making.
Technical Skills & Knowledge
  • Strong proficiency in cost estimating, budgeting, and project controls principles (cost, schedule, scope, risk).
  • Understanding of how project schedules impact cost forecasting and integration of schedule into cost models.
  • Knowledge of mega‑project financing structures, including AFUDC, CIAC, and bank financing.
  • Familiarity with commercial agreements and contracting strategies.
  • Advanced proficiency in Excel, Word, and PowerPoint.
  • Working knowledge of Cognos, Power BI, Maximo, and Power Plan.
Personal Skills
  • Strong analytical and problem‑solving skills with the ability to make data‑driven recommendations.
  • Effective communicator capable of working across project teams, finance partners, and leadership.
  • Detail‑oriented with the ability to manage complex documentation and regulatory requirements.
  • Collaborative mindset with the ability to build consensus and provide constructive feedback.
Qualifications & Education
  • Bachelor’s degree in Finance, Accounting, Project Management, Construction Management, or related field. Preferred: MBA or advanced degree. OR equivalent relevant experience.
Preferred / Desirable Qualifications
  • Familiarity with regulatory bodies such as NERC, MISO, FERC, Public Service Commissions, and City Councils.
  • AACEI certifications:
    Certified Cost Technician (CCT) or Certified Cost Professional (CCP).
