Operations Manager, Program / Project Manager
The Vice President Operations is responsible for the safe and efficient operations of the GMA USA‑based processing plants in Coos Bay, OR, Fairless Hills, PA, Houston, TX and elsewhere as added. The VP Operations directly leads the Director of Environmental and Permitting, Operations General Manager, Health & Safety General Manager, Process Improvement Manager, and Operations Analyst, all of whom report directly to the position.
The VP Operations collaborates with GMA Americas Supply Chain, Research & Development, Sales, Finance and People functions to ensure coordination and teamwork across these functions to achieve GMA USA's business objectives. The VP Operations is expected to have a close, proactive and positive working relationship with the President, Sales, Logistics, R&D, Finance, and People functions—who will be the key customer for products in the USA.
The VP will travel to sites as necessary to build relationships with site leadership and ensure the plants meet operational and strategic objectives.
- Strategic Business Plans
- Collaborate with senior leadership to develop short‑term business plans and long‑term strategic plans for GMA USA operations and coordinate execution within the VP's areas of responsibility.
- Accountable for delivery by site of tons produced vs. budget, cost/ton vs. budget, overall cost vs. budget, and safety vs. budget each month, quarter, and year.
- Review and report on implementation of business and strategic plans as requested by the President.
- Leadership & Communication
- Promote GMA's vision, values, and ensure all employees operate in alignment with core values.
- Serve as role model, mentor and coach to GMA USA operations leaders, proactively developing operational managers for growth.
- Represent and promote GMA USA with suppliers, government agencies and other stakeholders.
- Maintain a positive, proactive working relationship with the President, Supply Chain, Finance, R&D, HR & Sales.
- Management & Oversight
- Manage operations to ensure safety, health and wellbeing of site‑based personnel and protect GMA's license to operate through regulatory compliance.
- Optimize cost performance, supply chain management, product quality and inventory for processing plants.
- Establish and enforce financial goals, budgets and operating plans.
- Develop KPIs with the President to monitor plant performance, operational risks and opportunities for cost reductions and efficiency improvements.
- Implement value‑generating initiatives such as migration to bulk concentrate transfers.
- Prepare activity and financial reports for the President.
- Develop and support standard operating procedures across GMA USA operations.
- Ensure sites align with ISO management systems for quality, safety and environmental management.
- Demonstrate leadership through presence at operating facilities.
- Direct safe port operations of the Coos Bay Pier for cargo offloading, complying with all regulations.
- Maintain open, frequent communication about performance with the President.
- Negotiate lease and material handling agreements.
- Establish and evaluate operation teams’ KPIs.

- Lead development of a safety culture consistent with GMA Global Safety Policy.
- Promote safety as a core GMA value, conduct safety inspections and ensure resources align with the policy.
- Monitor safety performance and take proactive action to maintain high standards.
- Encourage continuous safety improvement.
- Legal & Compliance
- Comply with all federal, state and local laws and regulations, and uphold higher standards where uncertainty exists.
- Comply with GMA USA and GMA Group policies, procedures and guidelines, maintaining high standards.
- Internal: VP Supply Chain, Director of Environmental and Permitting, Process Improvement Manager, General Manager‑USA Operations, GMA USA Plant Managers, GMA USA Operations Managers, GMA USA Operations Analyst, Processing & Refining USA employees.
- External:
Lease Holders, Government agencies and officials.
- Bachelor’s degree in mineral processing, metallurgy or engineering is preferred, with 15‑20 years of experience…
