Contract & Procurement Specialist

Full-Time | 40 hours / week | 12-month position

Compensation : $71,000 – $87,500 annually DOE

Position Type : Temporary / Replacement Role

Location : Colorado

Position Summary

The Contract & Procurement Specialist oversees the full lifecycle of procurement activities for goods, services, and construction-related contracts. This role develops and administers solicitations, negotiates contract terms, evaluates cost proposals, and ensures all procurement actions comply with applicable laws and organizational policies. The specialist also supports annual contract renewals, project close-outs, and provides guidance to internal teams on contract compliance and process requirements.

Key Responsibilities
  • Convert approved requisitions into purchase orders in compliance with federal and state regulations as well as organizational policies.
  • Review purchasing requests to determine the most appropriate procurement strategy.
  • Analyze bids and proposals, comparing pricing, quality, and delivery terms, and prepare award recommendations.
  • Build and maintain strong working relationships with internal clients and external vendors to support effective procurement operations.
  • Draft and refine contract terms, conditions, and specifications while ensuring alignment with project requirements and organizational policies.
  • Train and advise project teams and procurement staff on contract administration, documentation standards, and procurement system protocols.
  • Research new products, market trends, and pricing factors to support strategic purchasing decisions and technical procurements.
  • Participate in the development and review of cost proposals, including life-cycle cost analysis for construction and service contracts.
  • Provide timely responses to project teams regarding contract compliance, insurance requirements, administrative issues, and cost-related requests.
  • Ensure the correct procurement system and internal controls are applied to each project and advise when adjustments are needed.
  • Create and maintain bid specifications and standards that promote competitive pricing, quality assurance, and best-value outcomes.
  • Oversee purchase order close-out activities, including final cost reconciliation and claim review.
  • Conduct pre-bid meetings, oversee bid openings, and facilitate proposal review sessions.
  • Perform other related duties as assigned.
Required Education & Experience
  • Bachelor’s degree in business, finance, supply chain, or a related field
  • —OR— four years of relevant experience may substitute for the degree requirement.
  • Minimum of five (5) years of construction purchasing experience; contract administration experience preferred.
Licenses & Certifications
  • Ability to travel between organizational locations as needed.
  • Successful completion of a criminal background check.
  • Certified Professional Public Buyer (CPPB) certification preferred but not required.

Salary Details

Salary is based on a full-time schedule and is prorated for positions with different FTE levels. Final compensation is determined by the candidate’s experience and education.
