Responsibilities- Identifies and locates City of Thornton utilities, including water, storm sewer, sanitary sewer, fiber optic, and traffic signal facilities, and coordinates this information with other entities.
- Responds to emergency notification requests for utility locates.
- Reviews and screens locate ticket requests from the Utility Notification Center of Colorado.
- Provides updates to utility locate sheets based on actual field observations.
- Drafts summary reports of damaged utilities.
- Works with field personnel on a daily basis to address construction issues and concerns.
- Responds to customer concerns and questions regarding projects.
- May inspect public and private facilities constructed in the right-of-way to ensure conformance to City of Thornton standards.
- May conduct stormwater management inspections on public and private projects.
- May review plans and specifications of public improvement projects.
- May be required to work overtime.
- Performs other duties as assigned.
Education/
Experience:
High school diploma or GED; three years' experience in construction inspection or related work. Direct experience performing utility locates is strongly desired. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record.
- Knowledge of the policies, procedures and goals of the City of Thornton and the department.
- Knowledge of the City of Thornton Utility Locate Procedures.
- Knowledge of laws, rules and regulations pertaining to providing utility locates in the State of Colorado.
- Knowledge of operations and standard operating procedures of the City of Thornton construction inspection program.
- Knowledge of the principles and practices of construction inspection.
- Knowledge of applicable federal, state, and local laws, codes, and regulations related to construction inspection.
- Knowledge of operational characteristics of standard equipment associated with construction inspection.
- Knowledge of methods and techniques for basic report preparation and writing.
- Skill in providing field locates on underground facilities, including a thorough understanding of as-built drawings, locator maps and use of locating equipment.
- Skill in preparing clear and concise administrative and technical reports.
- Skill in making adjustments to standard operating procedures as appropriate.
- Skill in responding effectively to issues of concern to citizens.
- Ability to analyze complex issues and develop and implement an appropriate response.
- Ability to perform mathematical calculations.
- Ability to listen well and communicate effectively orally and in writing with various audiences.
- Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws.
- Ability to analyze and evaluate information accurately.
- Ability to use standard office equipment, computer equipment and software, including word processing, data base management, spreadsheet applications and electronic mail.
- Ability to establish and maintain effective working relationships with City employees, builders, contractors and community members.
While performing the essential duties of this job, the employee is required to climb, balance, stoop, kneel, crawl, reach, stand, walk, push, pull, lift, finger, grasp, talk, hear and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
The employee is required to have visual acuity to operate motor vehicles and/or heavy equipment. The employee is subject to both inside and outside conditions, extreme cold, extreme heat, noise, vibration, atmospheric conditions that affect the respiratory system of the skin, close quarters, and narrow aisles or passageways.
