DESCRIPTION

The City of Thousand Oaks is seeking a hands‑on and technically proficient Wastewater Treatment Plant Maintenance Supervisor to support operations at the Hill Canyon Treatment Plant (HCTP), a 24‑hour, Class V advanced tertiary wastewater treatment facility with a 14‑million‑gallon‑per‑day capacity that treats an average of eight million gallons of wastewater daily from domestic commercial, and industrial sources. HCTP employs a wide range of sophisticated technologies, including a SCADA system, complex mechanical process equipment, analytical instrumentation and meters, industrial electronic control systems, and power distribution infrastructure.

The Maintenance Supervisor oversees the maintenance of this diverse and critical equipment, including on‑site power generation systems such as biogas‑fueled cogeneration and photovoltaic solar array that offsets the facility’s energy use. Treated effluent is produced to an advanced tertiary level and reused for agricultural and landscape irrigation, while biosolids are managed and hauled off‑site for composting. This role requires strong leadership, sound technical judgment, and the ability to manage shifting priorities in a highly regulated, continuously operating environment, while ensuring safe, reliable, and compliant plant operations.

PRIMARY

RESPONSIBILITIES
  • Plans, organizes, supervises, and evaluates the work of assigned staff; develops, implements, and monitors work plans, processes, systems, and procedures to achieve established goals, objectives, and performance standards.
  • Plans, directs, and evaluates employee performance; establishes performance expectations and development goals; provides regular coaching and feedback; and recommends recognition or corrective action, consistent with the City’s Personnel Rules and Regulations.
  • Participates in the recruitment and selection of maintenance staff; coordinates and provides staff training; and works with employees to address performance or skill deficiencies.
    Establishes schedules and methods for providing plant maintenance services; identifies staffing, equipment, and material needs; and allocates resources accordingly.
  • Provides leadership to ensure a high‑performance, safety‑focused, and team‑oriented work environment aligned with departmental and City goals.
    Participates in budget development; forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditure; and recommends budget adjustments as needed.
  • Performs and oversees complex mechanical, electrical, and equipment maintenance and repair activities.
    Oversees and supports the maintenance, reliability, and performance of the Supervisory Control and Data Acquisition (SCADA) system, including coordination with control technologies, operators, and IT staff to ensure system availability, alarm functionality, and integration with plant equipment and processes.
  • Monitors SCADA system trends, alarms, and performance data to identify equipment issues, support preventive and corrective maintenance activities, and ensure timely response to system or equipment anomalies that may impact plant operations.
  • Monitors work sites to ensure adherence to safety policies and procedures; responds to and resolves complex operational or equipment‑related issues.
  • Inspects work in progress and upon completion to ensure compliance with City standards, regulations, and operating procedures.
  • Serves as technical liaison with contractors, consultants, and engineers on mechanical and maintenance‑related projects.
