Position Overview

We are seeking qualified and motivated Electrical Commissioning Engineers to support facility startup and commissioning operations for a full-time, office-based project assignment. U.S. Citizenship is required for this role. The Electrical Commissioning Engineer will be responsible for managing all phases of electrical commissioning-from test package development through system handover-ensuring compliance with project specifications, safety standards, and operational requirements. This position plays a critical role in supporting integrated system testing and coordinating with multiple disciplines to achieve successful startup and turnover.

No per diems are allowed for this role.

Job Responsibilities Specialization & Expertise
  • Lead and execute electrical commissioning and startup activities for assigned systems, coordinating closely with mechanical, instrumentation, and controls teams
  • Manage the full commissioning process, from component-level testing through integrated operations with other facility systems
  • Perform testing in accordance with Bechtel Corporate Standard Test and Commissioning Procedures (STCP),
    Standard Work Process Procedures (SWPP), and project-specific requirements
  • Review and verify completion of test documentation, data sheets, and records to ensure compliance with technical and quality standards
  • Oversee subcontractors and supplier technical advisors (TAs), ensuring commissioning activities are completed on schedule and within budget
  • Provide feedback to engineering on revisions needed for system descriptions, test procedures, or vendor documentation
  • Support live electrical work activities following NFPA 70E and corporate safety procedures
  • Supervise craft and subcontract personnel, monitoring performance and adherence to safety and quality standards
Work Planning & Packaging
  • Analyze project scope, time, and resource needs to plan and schedule commissioning activities
  • Develop and execute test packages, review engineering designs, and validate vendor submittals
  • Coordinate with construction and startup disciplines to ensure seamless handoff and completion of required testing
  • Manage supplier TAs, control time and cost expenditures, and document daily activities per established procedures
  • Prepare and manage design change and non-conformance documents to accurately reflect as-built conditions
Turnover Coordination
  • Develop and maintain all turnover documentation, including test procedures, records, and system completion files
  • Participate in system walkdowns and turnover activities from construction to startup and startup to owner
  • Manage punch list items and ensure timely resolution of outstanding issues
Material Management & Quality Control
  • Initiate field material requisitions and perform quantity takeoffs for electrical materials and equipment
  • Verify that testing and inspections meet project specifications, procedures, and regulatory standards
  • Support preventive maintenance and equipment storage activities post-commissioning
Environmental, Safety, and Health (ES&H)
  • Prepare Job Hazard Analyses (JHAs) and conduct Field Level Hazard Assessments (FLHAs)
  • Identify, document, and resolve ES&H issues promptly
  • Ensure compliance with NFPA 70E and all corporate and site-specific electrical safety standards
  • Actively demonstrate "walk the talk" leadership in safety and compliance
Education and Experience Requirements
  • Bachelor's degree in Electrical Engineering, other Engineering discipline, hard science, or Mathematics from an accredited institution; or
  • Industrial/military certification in electrical work and 2-5 years of relevant experience
    , or equivalent combination of education and specialized training
  • 2-5 years' experience testing or maintaining low- to medium-voltage switch gear, transformers, and power distribution systems
  • Experience calibrating protective relays preferred
  • Minimum 2 years of experience supervising or managing electrical craft personnel during commissioning or maintenance activities
Required Knowledge, Skills, and Abilities
  • Experience with low- and medium-voltage electrical systems and power distribution equipment
  • Strong understanding of startup, commissioning, and operational engineering systems
  • Knowledge of industry standards, codes, and regulatory requirements relevant to electrical testing and commissioning
  • Familiarity with Instrumentation & Control System interfacing and testing preferred
  • Skilled in subcontractor management and package development
  • Proficiency in LOTO (Lockout/Tagout) processes and work authorization procedures
  • Strong communication and technical writing abilities
  • Proficiency with Microsoft Office 365 (Excel, Word, Access) and digital project tools
  • Ability to meet physical demands including extensive walking, climbing ladders/scaffolding, maneuvering in tight or elevated spaces, and working outdoors or in challenging conditions
  • Must pass a pre-employment drug screen, physical, and background check
