A highly responsible public relations role involved in creating and implementing effective strategies to effectively communicate, manage, enhance, and create a positive image for the City of Titusville. The Community Relations Manager oversees the City’s public outreach, media relations, communication and branding efforts to ensure public awareness, consistent messaging and transparency with stakeholders. This position is responsible for leading the Community Relations Division by providing guidance and direction to assigned staff.

This position reports directly to the Assistant City Manager and works closely with department heads, elected officials and the public.

  • Serves as the City’s Public Information Officer (PIO).
  • Provides leadership, mentoring, and accountability for Community Relations staff.
  • Serves as the primary liaison with the City’s executive leadership team, department directors, and elected officials to ensure consistent and timely communication.
  • Attend City Council meetings to remain informed of policy decisions, priorities, and initiatives.
  • Represents the department at internal support service meetings and community events.
  • Oversees content creation and consistency for all social media platforms, ensuring alignment with City’s branding and messaging standards
  • Meets and collaborates with department leaders to align communication strategies with departmental needs.
  • In emergencies, activate and coordinate crisis communication strategies within the Emergency Management framework.
  • Provides professional development and training to assigned staff.
  • Investigates citizens’ complaints
  • Make recommendations to correct problems, to improve efficiency and foster good relations between citizens and public employees.
  • Assist walk-in citizens with problems and refer them to the appropriate sources.
  • Educate local groups, clubs/organizations and citizens on how to get results from the city.
  • Provides callers with information and referrals.
  • Performs other related duties as assigned.
KNOWLEDGE, ABILITIES, AND

SKILLS:
  • Knowledge of the methods, principles and practices of public relations, including:
  • Strong writing and editing skills.
  • Effective media relations (including support for emergency operations and crisis communications).
  • Research and analytical skills.
  • Understanding of how copies and images work together to effectively and immediately communicate ideas on a variety of platforms.
  • Basic skills in publication and presentation design, photography/photo editing.
  • Ability to guide and manage creative services vendors on special projects.
  • Knowledge of the principles and practices of public relations work including verbal, written and visual presentations.
  • Knowledge of municipal organization and functions and the relationships within municipal government and other levels of government.
  • Knowledge and ability in effective use of the internet and other digital media, including fluency in both the use of social media and the means to gauge its effectiveness.
  • Ability to communicate clearly, concisely and accurately; orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by the work and collaborate effectively across a broadly diverse organization.
  • Ability to apply principles of marketing and branding to municipal communication functions.
  • Understanding of correct English usage, grammar, spelling, punctuation and vocabulary.
  • Understanding of Florida’s public records law.
  • Ability to make oral and written presentations.
  • Ability to speak in English, both clearly and concisely.
  • Ability to see, read and comprehend letters, numbers, characters, symbols, and words which are in English.
  • Ability to print or write letters, numbers, characters, symbols and words which are legible and understood by others.
  • Ability to work under pressure/stress with extreme accuracy.
  • Ability to operate a motor vehicle.
  • Completion of a Bachelor's Degree program at an accredited college or university with major course work in Marketing, Public Relations, Journalism or related fields.
