Summary
You will serve as a SUBMARINE SHIP SAFETY MANAGER in the Operations Department (Code 0300), Submarine Program Manager (Code 0392), Submarine Ship Safety Manager (Code O392S) of NORFOLK NAVAL SHIPYARD.
Duties- Manage the Code 300 ship safety surveillance program, including use of the Quality Performance System (QPS) for Submarine Ship Safety Program (SSSP) assessments.
- Review and update NNSY instructions and documents to ensure alignment with current Submarine Ship Safety (SSS) requirements.
- Manage the 6010 Submarine Ship Safety training and qualification program.
- Provide direction and guidance to ensure compliance with the 6010 Program Submarine Ship Safety requirements.
- Provide oversight for maintenance of all Safety of Ship off-yard submarine availabilities.
- Tour to inspect CASCON stations, communication and alarm systems, hotwork requirements, evacuation routes, various lighting requirements and dewatering equipment.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade). Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). Must participate in medical surveillance programs.
- Position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience applying a comprehensive range of principles, concepts and practices concerning the operation, maintenance and repair specific to the submarines involved in NNSY availabilities and with project management.
- Experience providing submarine ship safety operations oversight using location, capacity, capability and availability of Shipyard facilities and services.
- Experience understanding general characteristics, arrangement of compartments/spaces, tanks, accesses and components associated with submarine shipboard non-nuclear systems.
- Experience using NAVSEA and NNSY standards, regulations, instructions and orders pertaining to the maintenance of Submarine Ship Safety and watertight integrity onboard submarines worked by NNSY.
- Experience performing shipboard systems and 6010 program administrative knowledge presented in the 6010 Submarine Ship Safety course.
- Experience overseeing the implementation of the ship safety program and monitoring, identifying, mitigating and reporting ship conditions; and devising and remedying a variety of ship conditions that warrant corrective action.
