Senior Technical Programme Manager – LHP Programme

We are seeking an experienced Technical Programme Manager to play a key role in delivering Phase 1 of the Llantrisant Health Park (LHP) Programme, a major regional transformation initiative for South East Wales.
Phase 1 will deliver a Community Diagnostic Hub (CDH), supporting high-volume diagnostic services across the region. The role is responsible for managing the digital elements of the programme, working closely with clinical, estates, digital, and regional partners to ensure safe, timely and assured delivery.
You will provide strong programme leadership, overseeing inter‑dependencies across digital systems, infrastructure, clinical technology and data, ensuring alignment with approved business cases, national standards and NHS Wales digital architecture. The role includes managing delivery plans, risks, issues and assurance, and supporting readiness for future phases of the LHP programme.
Main duties of the job- Provide day‑to‑day programme management for complex technical work streams, ensuring delivery is aligned to agreed business cases, timescales, budgets and quality standards.
- Coordinate activity across digital, IM&T, estates, clinical technology, data and infrastructure teams, managing inter‑dependencies and resolving delivery issues.
- Develop and maintain robust programme plans, risk and issue logs, assurance reporting and governance documentation.
- Support procurement, mobilisation and implementation of digital and technical solutions, ensuring compliance with NHS Wales standards, cyber security requirements and information governance.
- Work closely with clinical, operational and regional partners to support operational readiness, pathway enablement and safe go‑live.
- Provide clear progress updates and assurance to programme boards and senior stakeholders.
- Ensure decisions made during Phase 1 support scalability and integration for future phases of the LHP programme.

Welsh Skills DesirableWelsh language skills in speaking and listening at Level 3 (equivalent to CEFR B2) or above are desirable but not essential.
Person Specification Abilities- Ability to work to tight deadlines and to prioritise a large number of conflicting and frequently changing priorities.
- Ability to energise, persuade and influence others effectively.
- Educated to Masters level or equivalent (gained through knowledge and experience).
- PRINCE II and/or Managing Successful Programmes (MSP) qualification.
- Knowledge of principles, methods, techniques and tools for effective project management (e.g. Prince II).
- Experience of managing improvement‑based projects / programmes.
- Managing and implementing change.
- Experience of operating at a senior management or strategic development role within a complex organisation.
- Experience of service redesign and improvement.
- Welsh language skills in speaking and listening at Level 3 or above.
