Job Summary

Responsible for financial activities associated with processing, coordinating, and managing various federal, state and tribal funded grants and contracts. Duties include contract and grant specialization in solicitation, negotiation, cost and price analysis, administration, and termination of contracts and grants; application of cost accounting principles, theories, concepts and practices to complex accounting problems associated with grant and contract funding administration. Coordinating activities for the preparation of budgets for grant and contract proposals, planning and organizing the accounting system, making day‑to‑day decisions about accounting treatment of financial transactions and recommending solutions to complex accounting problems.

Responsibilities
  • Specialize in contracts and grants for solicitation, negotiation, cost and price analysis, administration, and termination.
  • Apply cost accounting principles and practices to complex grant and contract issues.
  • Coordinate preparation of budgets for grant/contract proposals and plan the accounting system.
  • Make day‑to‑day accounting decisions and recommend solutions to complex problems.
  • Monitor grants, contracts, cooperative agreements and inter‑agency agreements for compliance with statement of work and deliverables.
  • Assist in preparing financial statements, schedules and reports for tribal accounts and funding agencies.
  • Manage grant and contract accounts: maintain accounts, reconcile reports, correct discrepancies, and verify accuracy.
  • Identify project goals, set priorities and track progress using a tracking sheet and Google Docs for the Accounting Specialist.
  • Review invoices to ensure contractor expenditures comply with contract requirements and stay within budget and allowable regulations.
  • Review purchase orders, travel authorizations and closeouts to ensure compliance with YN procurement requirements.
  • Assist in reviewing and preparing grant/contract budgets, modifications, amendments, subcontracts and addendums as necessary.
Knowledge, Skills, and Abilities
  • Knowledge and experience with GAAP, Tribal Administrative Policies and Procedures for Accounting, and 2 CFR 200 and audit requirements.
  • Knowledge of current literature, developments, and trends in accounting.
  • Knowledge of basic methods and techniques of governmental fund accounting.
  • Ability to classify accounting transactions, maintain and reconcile accounts, close accounts, and prepare reports and statements.
  • Ability to establish and maintain effective working relationships with employees, administrators and the public.
  • Ability to communicate professionally, orally and in writing.
  • Skill in using personal computers and software such as Excel, MS Word, Quicken, general office machines and a 10‑key calculator.
Minimum Requirements
  • Associate of Arts degree in accounting or a related field, or three years of professional accounting work experience.
  • Preferred knowledge in Grants and Contracts Management, Procurement for Federal Programs, Bookkeeping for Federal Programs and OMB Circulars A87–A102.
  • Must pass a pre‑employment background check.
  • Must pass a pre‑employment drug test.
  • Yakama Preference is preferred; all qualified applicants are encouraged to apply.
