About the Strategic Sourcing Specialist role at Humber:

The Strategic Sourcing Specialist plays a critical role in managing end-to-end procurement and sourcing activities for Humber College. Reporting to the Associate Director, Purchasing, this position is responsible for leading complex RFx processes, negotiating and managing strategic contracts, and ensuring compliance with the Broader Public Sector (BPS) Procurement Directive, trade agreements, and College policies. The role provides expert guidance to internal stakeholders on sourcing strategies, risk mitigation, and contract governance, including the development and monitoring of SLAs, KPIs, and vendor performance frameworks.

Acting as a trusted advisor, the Specialist proactively builds supplier relationships, consolidates spend to leverage savings, and supports strategic planning and forecasting of procurement activities. This position requires strong analytical, negotiation, and project management skills to deliver transparent, fair, and value-driven outcomes that align with institutional priorities and uphold the highest standards of integrity and compliance.

Education

The successful candidate will hold a general university degree in Business Administration, Supply Chain Management, or Public Administration. In addition, a professional procurement designation such as Certified Supply Chain Management Professional (NISCL-CSCP), Certified Professional Public Buyer (CPPB), or Certified Public Procurement Officer (CPPO) strongly preferred.

Experience/Skills

The successful candidate will have a minimum of 5 years of progressive experience in public sector procurement, strategic sourcing, and contract management. Key qualifications include:

· Expert knowledge of procurement practices, including compliance with BPS Procurement Directive and trade agreements (CFTA, CETA).

· Proven ability to manage complex RFx processes (RFP, RFQ, RFI, RFSQ) and lead cross-functional evaluation committees.

· Strong contract negotiation and vendor management skills, including development and monitoring of SLAs, KPIs, and governance frameworks.

· Advanced project management capabilities to lead strategic initiatives and manage multiple priorities under tight timelines.

· Exceptional interpersonal and communication skills to build trust and collaborate effectively with senior leadership, unionized staff, and external partners.
