Job DescriptionPRIMARY RESPONSIBILITIES
This role is responsible for auditing electrical construction activities to ensure compliance with safety standards, regulatory requirements, and approved project specifications.
The successful candidate will perform site inspections, verify electrical installations and workmanship, enforce safe work practices, and maintain accurate daily reports, including progress tracking, inspections, and documentation.
This position requires hands‑on field experience in electrical inspection, strong knowledge of Electrical Utility Safety Rules (EUSR), internal procedures, the Occupational Health and Safety Act (OHSA), and applicable standards and guidelines (e.g., MTO Book 7, MCR), along with the ability to independently assess and enforce compliance on active construction sites.
SPECIFIC RESPONSIBILITIES
- Review IFC drawings, specifications, BOMs, standards, and project documentation prior to construction.
- Participate in pre‑construction, progress, close‑out, and lessons learned meetings.
- Conduct field risk assessments, hazard evaluations, contractor orientations, and verify compliance with project safety requirements.
- Perform regular field inspections to verify construction activities comply with approved drawings, specifications, standards, and O. Reg. 22/04 requirements.
- Audit contractor work practices for compliance with EUSR, OHSA, MTO Book 7, MCR, Toronto Hydro standards, and applicable regulations.
- Maintain detailed daily inspection logs, photographs, field notes, measurements, marked‑up drawings, and project records.
- Identify, document, and issue Safety NCRs and Quality NCRs, track corrective actions, and verify close‑out of deficiencies.
- Monitor construction progress and document deviations from design, scope changes, unforeseen site conditions, and workmanship issues.
- Verify installation quality and confirm materials and equipment comply with approved BOMs, project specifications, and applicable standards.
- Review and validate contractor submissions, including progress quantities, monthly billings, change orders, and material reconciliation.
- Provide timely project status updates, support incident investigations, and participate in accident/incident reporting as required.
- Perform final inspections and walkdowns, prepare deficiency lists, verify readiness for service, review and validate as‑built packages, and support project close‑out reporting in accordance with ESA O. Reg. 22/04 and CSA S250 requirements.
EDUCATION:
- Powerline Technician or underground equivalent shall have Lineman Ontario Provincial Classification or Journeyperson Certificate of completion issued by MEA or MTCU or Power Line Technician Red Seal Certification.
EXPERIENCE:
- Over 3 years of relevant experience in hydro network construction site;
REQUIRED SKILLS
- Power Line Technician, or Underground Equivalent
- Utility and infrastructure experience.
- Working knowledge of the Electrical Utility Safety Rules and industry safe work practices.
- Knowledge of Toronto Hydro Rule Book, THESL Distribution Standards would be an asset.
- Familiar working knowledge with occupational health & safety act (OHSA), construction standards and specifications in Ontario and City of Toronto (OPS, MCR)
- Valid driver’s license and ability to travel to multiple sites daily
- Must be able to work outside in extreme weather and flexible hours of work.
- Excellent written and interpersonal communication skills.
SPECIFIC TECHNICAL
SKILLS:
- Experience in overhead and underground electrical distribution construction and inspection.
- Strong knowledge of cable pulling, conductor stringing, pole line construction, and utility installations.
- Ability to inspect and verify construction compliance with drawings, specifications, and industry standards.
