Reports to:Chief Operations and Transformation Officer

Terms:Contract Full-Time (35 hours/week) – Until March 2031 (possibility of extension of project)

POSITION SUMMARY

Impact Race and Culture Assessments™ (IRCAs) are culturally responsive reports that provide the courts, parole and immigration boards with a holistic understanding of the lived experiences of Black and racialized people to assist with fair decisions. They provide the court with a comprehensive picture of a Black person’s life circumstances and how systemic barriers such as racism, discrimination and/or poverty contributed to their interaction with the justice system.

An IRCA may recommend alternatives to incarceration or recommend culturally appropriate accountability measures within a sentence of incarceration.

The Community IRCA Coordinator (“Coordinator”) facilitates the implementation of the IRCA training of professionals to become IRCA report writers based on the training and guide developed by TAIBU Community Health Centre. The project is delivered in close collaboration with the Delta Family Resource Centre. The Coordinator will work closely with the Delta Family Resource Centre and support the development and maintenance of a Community of Practice.

The Community IRCA Lead will also work with subject matter experts to continue with the development and refinement of an IRCA training manual and guide. They will be involved in the development and delivery of outreach and education events.

SPECIFIC RESPONSIBILITIES
  • Implement the comprehensive IRCA training program developed by TAIBU Community Health Centre, including participant recruitment, facilitation, logistics, participant support, and the evaluation of the curriculum and other training resources
  • Support the delivery of at least two training cohorts during the 2026–2027 fiscal year.
  • Support Delta Family Resource Centre in developing and implementing a mentorship framework and Community of Practice that connects emerging and experienced IRCA writers through mentorship, knowledge-sharing, resource development, and research that promotes professional growth and best practices.
  • Promote awareness of IRCA services and training opportunities through community engagement, presentations, stakeholder outreach, and partnerships that support referrals, capacity building, and program growth.
  • Maintain accurate program records and collect, analyze, and report on data related to participant engagement, training activities, mentorship outcomes, and program performance.
  • Prepare reports, briefing notes, and other documentation to support program planning, implementation, evaluation, funder reporting, and continuous improvement.
  • Work independently while contributing effectively within a collaborative team environment.
  • Participate in team meetings, professional development activities, and organizational initiatives.
  • Perform other duties consistent with the scope and objectives of the position.
EDUCATION
  • Master of Social Work and registered in good standing with the Ontario College of Social Workers and Social Service; or
  • Master’s level equivalent criminology, mental health, education, or related fields with relevant experience
  • Candidates who have received IRCA Assessor training or have demonstrated experience writing IRCAs or Enhanced Presentencing Reports (EPSRs) in Ontario will be given preference
SKILLS AND ABILITIES
  • 2-3 years of experience working with Black communities.
  • Demonstrated commitment to and lived experience of Anti-Black Racism and Afrocentric values and principles.
  • In-depth understanding of Anti-Black Racism and other forms of oppression operating within interpersonal, cultural, and systemic contexts, including within the criminal justice system.
  • Strong communication and interpersonal skills (oral, written and comprehension); communication is grounded in an understanding of trauma and its impacts.
  • Demonstrate a commitment to community and/or legal work related to anti-Black racism, human rights and/or anti-discrimination.
