Newcomer Women's Services Toronto (the "Organization") is a Toronto-based non-profit that delivers settlement, language training, employment and community programs for newcomer women. The Organization is delivering a multi-year systems-change project (the "Project") that advances newcomer women's representation in governance and board leadership.

The Project builds evidence on barriers to newcomer women's governance participation and pilots practical responses across five streams: (A) research and an Ontario baseline study; (B) governance tools and templates; (C) credentialing and governance-training pathways; (D) a regional community of practice and referral pathways; and (E) evaluation and knowledge-sharing.

This RFP relates to Stream C and specifically to work on designing the training curriculum, credential pathway and training materials, with governance, leadership and subject-matter input. The curriculum will subsequently be used by the Organization to train and support a cohort of approximately 40 newcomer women.

The Organization is seeking a curriculum design and training consultant (the "Consultant") to design a complete, ready-to-deliver governance-training curriculum, a credential pathway, and a full set of participant and facilitator materials. The Organization will deliver the training itself; the Consultant is responsible for design and for equipping the Organization's facilitators to deliver it (including an optional train-the-trainer session). The Consultant will also facilitate some select and agreed upon sessions.

• Working with the Organization, the Consultant will:
• Confirm learning goals, competencies and target profile for a cohort of approximately 40 newcomer women, informed by available Project research findings and partner input;
• Design a modular governance-training curriculum covering board roles and responsibilities, governance fundamentals, financial and risk oversight, inclusive decision-making, and emerging topics such as AI oversight, cybersecurity and compliance;
• Design a credential pathway defining what participants complete to earn recognition, including assessment/competency criteria and any partner-recognized credentialing;
• Develop participant-facing training materials in plain, accessible language appropriate for newcomer women with varied prior governance exposure and English proficiency;
• Develop facilitator guides and delivery tools so Organization staff can deliver the curriculum consistently;
• Embed a GBA Plus / intersectional and trauma-informed lens throughout;
• Deliver and host select training modules and secure guest speakers and subject matter expert to share their knowledge and expertise with the participants; and
• Build in pre/post competency assessment tools aligned with the Project's evaluation needs.

• Demonstrated experience designing adult-learning curricula and training materials, ideally in governance, board/leadership development or a related field;
• Strong instructional-design skills and experience creating plain-language, accessible materials;
• Experience designing for newcomers, women and equity-deserving learners, using trauma-informed and GBA Plus approaches;
• Familiarity with non-profit/board governance content (an asset: AI oversight, cybersecurity, risk and compliance); and
• Ability to deliver train-the-trainer sessions and support facilitator handoff.

Proposals should be a maximum of 10 pages (excluding CVs and samples) and include:

• Cover letter confirming availability and ability to meet the timeline;

• Work plan mapping deliverables to the timeline;

• Two references and one relevant curriculum/materials sample;
