Construction and infrastructure projects involve highly complex contracts that govern scope, schedule, cost, and terms & conditions. Effective commercial management combines technical, contractual, and strategic expertise to ensure fairness, mitigate risks, resolve disputes, and support successful project delivery.
We are seeking a qualified Quantity Surveyor /Senior Estimator to support major infrastructure, rail and transit capital projects. This role is responsible for preparing accurate internal estimates and providing expert review and challenge of contractor and consultant estimates. The ideal candidate brings strong technical knowledge of infrastructure, rail/transit infrastructure and experience supporting cost assurance within a collaborative development environment.
What You’ll Do
- Provide Quantity Surveying and estimating to all phases of high scale Capital Project Contracts, including life cycle costing, value engineering and risk management.
- Prepare Class 5 and Class 4 estimates for rail/transit projects, including track, guideway, stations, systems, utilities, and civil works.
- Develop quantity takeoffs, cost build‑ups, and basis‑of‑estimate documentation.
- Review and challenge contractor and consultant Class 3 to Class 1 estimates for accuracy, completeness, and alignment with Progressive Design‑Build processes.
- Support estimate reconciliation sessions and validate change orders and target‑price adjustments.
- Provide benchmarking, variance analysis, and input to contingency and risk assessments.
- Collaborate with engineering, planning, procurement, commercial and project management teams to validate cost inputs.
- Maintain current knowledge of market conditions, labour rates, materials pricing, and productivity in the infrastructure, rail/transit sector.
- Prepare concise estimate summaries and presentations for senior leadership and stage‑gate approvals.
- Proactively respond to project stakeholder concerns in the governance and project approval process.
- Bachelor’s degree (or higher) in Quantity Surveying /Building Economics /Commercial Management, Construction Management, Civil /Structural Engineering, Mechanical or Electrical Engineering or similar field
- 7+ years of estimating experience of civil projects
- Rail/transit or major linear infrastructure projects estimating experience would be an asset
- The technical skills and experience to prepare comprehensive cost estimates for large multi‑phased, multi‑year infrastructure projects
- Chartered or professional designation (PQS via CIQS, MRICS or equivalent) preferred
- CEC, Gold Seal Estimator, or other recognized cost estimating credentials
- Familiarity with AACE & CIQS estimating classifications and cost assurance standards
- Experience reviewing and validating contractor estimates in Progressive Design‑Build settings would be an asset
- Providing leadership on medium‑large scale projects (including multi‑discipline and high complexity), and leading/working alongside teams on large scale projects
- Proven record in assisting project stakeholders with negotiating major agreements, managing vendor portfolios, and working alongside/leading teams
Compensation for this role is based on the candidate’s experience, skills, and qualifications, while maintaining internal equity. The level and associated salary may vary depending on the candidate’s profile.
